Norgespris is the state's voluntary fixed price on electricity: 50 øre per kWh including VAT, valid from 1 October 2025 to 31 December 2026. In Nordland, Troms and Finnmark, the price is 40 øre, because electricity there is exempt from VAT. The scheme covers up to 5,000 kWh per month in your home.
What is Norgespris?
Norgespris is a state scheme that gives you a fixed price on the electricity itself, regardless of how much the market price fluctuates. The price is 40 øre per kWh without VAT (value-added tax), that is, 50 øre with VAT. It applies from 1 October 2025 to and including 31 December 2026.
The scheme is voluntary. The alternative is electricity support, which you retain automatically if you do nothing. We explain how electricity support works in Norway in 2026 in a separate guide. You cannot have both schemes at the same time. Norgespris is popular: by 30 May 2026, 1,638,334 electricity meters had the scheme, 53.8 percent of all who could choose it.
What does electricity actually cost with Norgespris?
With Norgespris you pay 50 øre per kWh for the electricity itself, but the total price on the invoice will be higher. In practice it often becomes just over 100 øre per kWh or more, according to Forbrukerrådet (estimate per 2026).
This comes in addition to the 50 øre:
- Markup and fixed amount from your electricity supplier.
- Network fee — payment for using the electricity grid. Read more about what network fee is, and why it comes in addition.
- Electricity tax and Enova fee to the state.
Moreover, Norgespris is a two-sided price hedge, not a discount. If the spot price (market price for electricity, hour by hour) falls below 40 øre without VAT, you pay the difference to the state. The amount is deducted from or added to your network fee invoice.
Who can choose Norgespris?
Norgespris applies to households and private holiday homes, and you order per electricity meter. The ceiling is 5,000 kWh per month for homes and 1,000 kWh for holiday homes, as long as the scheme lasts (until 31 December 2026).
Housing cooperatives and condominiums with a joint meter can also choose the scheme for shared consumption. Then the ceiling is 5,000 kWh per dwelling unit per month. If you live permanently in a holiday home, you can get the home ceiling of 5,000 kWh. The requirement is a municipal resolution on change of use, or that you were registered at the address by 9 June 2025.
How to order Norgespris
You order Norgespris yourself on minside.elhub.no — the only official ordering site. You log in with e-ID, for example BankID or MinID. Ordering has been open since 24 September 2025, and there is no deadline.
Three things are important to know:
- The agreement applies from the ordering date, but the commitment lasts until 31 December 2026 anyway.
- If you have several meters, you must order separately for each of them.
- You have 14 days to cancel from the ordering date.
Also note: several commercial websites use the name "Norgespris" in their marketing. Ordering is free and only happens via minside.elhub.no.
The commitment period follows the home — not you
If you choose Norgespris, the electricity meter is committed until 31 December 2026 when the 14-day cancellation period has expired. This commitment period is tied to the meter and the home, not to you as a person.
If you move out, the agreement stays with the meter. The person moving in automatically becomes bound for the rest of the period — and no law requires the seller or landlord to inform about it. Does Norgespris pay off for you?
In the first half of 2026, Norgespris paid off in all price areas in Norway, but the savings varied significantly. Figures from Fornybar Norge per 21 July 2026 show what a typical household saved:

The calculation behind it is simple. Electricity support covers 90 percent of spot price above 77 øre without VAT (96.25 øre with VAT), valid from 1 January 2026. Norgespris therefore pays off as soon as the monthly price in your area is above 50 øre with VAT — in Northern Norway above 40 øre. In NO4, the spot price is often low, and only 0.19 percent of households there had chosen the scheme by 30 May 2026.

Does Norgespris apply to the cabin?
Yes. Norgespris is the first state price scheme for holiday homes — electricity support applies only to regular homes. The ceiling for the cabin is 1,000 kWh per month, and you can have Norgespris on both home and cabin at the same time.
The ceiling is reached quickly in winter. A winter holiday week with electric heating and EV charging can alone exceed 1,000 kWh. Everything above the ceiling you pay at the price in your ordinary electricity contract. Cabins that are primarily rented out, and company cabins, do not have the right to the scheme.
What happens in 2027?
Norgespris ends automatically on 31 December 2026 and does not renew itself. If you want to continue, you must actively order again. The new price for 2027 will be announced first with the state budget, near Christmas 2026.
The scheme will continue, but became expensive for the state: the estimate for 2026 increased from 9.1 to around 21 billion kroner in the revised national budget in May 2026. A practical tip is therefore to wait with your 2027 order until the new price is known in December.
