Healthcare workers and assistants have different roles in Norwegian care services. Helsefagarbeider is a protected title requiring authorisation. An assistant job can be a way into working life, but does not automatically provide a trade certificate or a basis for skilled worker residence.

Why does Norway need healthcare workers?

Nav, the labour and welfare administration, estimated a shortage of 3,650 healthcare workers in its 2026 employer survey. The figure was published on 20 May 2026 and checked on 4 October 2026.

This is an estimate of unmet recruitment needs. It is not the number of job adverts available today and does not automatically concern assistant positions. Read the qualifications each employer needs.

Healthcare workers can work in nursing homes, hospitals, home care and other care services. Duties involve care, basic nursing and support with everyday life. Demand varies between places and services.

What is the difference between a healthcare worker and an assistant?

A helsefagarbeider has a protected professional title and needs authorisation from Helsedirektoratet, the health authority granting such approvals. An assistant position is not the same as this authorised professional role.

As of 4 October 2026, Utdanning.no, the public education and careers portal, describes helsefagarbeider as a profession with vocational education. The portal is run by Direktoratet for høyere utdanning og kompetanse, HK-dir.

If you have nursing education from abroad, that also does not automatically mean you have Norwegian authorisation as a healthcare worker. Ask Helsedirektoratet to clarify the correct application route for your background.

What does a healthcare worker do in practice?

Healthcare workers help people with care and basic healthcare. The work requires practical skills, observation and collaboration.

Utdanning.no describes personal hygiene, nutrition, moving people, documentation and activities, among other duties. You may meet people with long-term illness, disabilities or rehabilitation needs. Duties vary with the workplace.

It is therefore useful to describe experience precisely. “Helped older people” gives little information. “Worked in a nursing home, helped with meals and moving people, and reported changes to the responsible colleague” shows more.

Authorisation does not mean you should perform a task without necessary training. Ask for guidance when a task is new. Clarify who to contact if a patient's condition changes.

How do you assess an assistant job?

Assess the job according to duties, training and the work right you already have. A lower formal education requirement does not mean work without responsibility.

Ask the advert's contact person to explain:

  • Which tasks are included, and which are excluded?
  • What training do you receive before working independently?
  • Who has professional responsibility during the shift?
  • What Norwegian language requirements apply?
  • What is the employment percentage, and are shifts guaranteed?
  • How is experience documented if you later want a trade certificate?

Also ask about physical strain, equipment for moving people and the workplace. Home care and nursing homes can have different practical needs. A driving licence may be relevant in an advert but is not a universal requirement for all care jobs.

An illustrative example: you receive an offer of extra shifts as an assistant and later want a trade certificate. Clarify your tasks and how working time is documented. The job itself is not a promise that an education authority will approve all the experience.

How do you move from experience to a professional qualification?

Contact the county authority or a careers adviser to clarify the educational route. There are several routes to a trade certificate, and your experience needs individual assessment.

According to Utdanning.no, checked on 4 October 2026, the ordinary youth route to the healthcare worker trade is two years at school and two years in a company. For adults, previous education and experience may affect the route.

Do not choose a course simply because its name includes “healthcare”. Ask which final qualification it leads to. Also request explanations of practical experience, exams and any trade examination.

You can get help through free careers guidance. Bring education documents and an overview of work experience. The adviser can help with the next step but does not personally grant authorisation.

Keep employment contracts, references and records of working time. Ask references to show dates, employment percentage and duties. That makes experience easier to assess than a short letter simply saying you were a good employee.

What Norwegian do you need at work?

You need to understand instructions, communicate with service users and report problems. The employer may describe language requirements in the advert, and the authorisation route may have its own requirements.

Separate these two questions. A requirement in a job advert is not necessarily a general legal requirement for every assistant position. A language test accepted by an employer also does not automatically decide an authorisation case.

Practise short descriptions of changes: less appetite, more pain or someone seeming different from usual. Also practise saying you did not understand an instruction. Asking for clarification is better than guessing.

Documentation is part of the skilled work, Utdanning.no states. Ask how you receive training in the workplace's system. Describe your experience without sharing names or health information about former patients.

Can an assistant job provide skilled worker residence?

Not automatically. Utlendingsdirektoratet (UDI) requires the position itself to need skilled competence and you to have the competence the work requires.

As of 4 October 2026, this residence route normally requires full-time work, and UDI accepts at least an 80 per cent position. Necessary authorisation must also be in place. An unskilled assistant position does not become a skilled position because the applicant has education.

If you have permanent residence, family residence or another status, your work rights may differ. Check your decision. Citizens of the EU/EEA, the European Union and European Economic Area, follow separate residence rules.

Use the skilled worker residence guide if the offer will be the basis for moving. Labour shortages and work permits are separate assessments.

What should be clear before accepting?

Clarify the professional role, work rights and contents of the offer before starting. A clear agreement makes it easier to understand what you will do and which training you need.

Check pay, employment percentage, workplace and shifts together. Ask who helps with professional questions. If a trade certificate is your goal, make a separate education plan that the employer knows about.
