Old Altinn roles stop granting access on 31 December 2026. If you run a business or help others with public forms, check authorisations before the year ends. Some roles are carried forward, but not necessarily with access to the same services.
Who needs to check access?
Check access if employees, an accountant or others use old roles on behalf of your organisation. For some services, you must arrange new authorisation before 31 December 2026.
Altinn is a digital portal for public forms and messages. Digitaliseringsdirektoratet (Digdir, the Norwegian Digitalisation Agency), which runs the portal, explains the transition in its information on new access packages.
An access package, or tilgangspakke, groups services within a particular area. An individual service, or enkelttjeneste, grants access to one specific task. Your choice depends on what the person actually needs to do.
SamfunnPrep provides background on digital judgement in Norway.
What should you do before the year ends?
Start with the tasks that need to work in January 2027. Then identify the access each person needs.
A practical checklist is to:
- list the forms and services the organisation uses
- establish who will submit or sign
- check whether each person uses an old role or new authorisation
- identify the correct access package or individual service
- follow information from the agency that owns the service.
You cannot select a new package just from the old role’s name. Services previously grouped in one role may be split between several packages. There is therefore no general table that solves the transition for everyone.
Will all authorisations be deleted?
No. Authorisations generally need to be granted again, but Altinn describes several exceptions.
Exceptions include roles for administering authorisations and certain roles for auditors, accountants and property managers. A role being carried forward does not mean it grants exactly the same access as before.
Check the services themselves even if your role is covered by an exception. The transition concerns who can use services on behalf of someone else.
How do you grant access to one service?
Select the correct organisation in Altinn, open Tilgangsstyring (access management) and find the person under Brukere (users). Then select Enkelttjenester (individual services), find the service and grant authorisation.
As of 4 October 2026, Altinn’s individual-service guidance says you need the appropriate administrator access. A Tilgangsstyrer, or access manager, must also personally have access to the service being shared. A Hovedadministrator, or main administrator, can grant the authorisation.
If the terms are new, our Altinn guide for newcomers explains logging in, the inbox and access. Discuss the transition with your accountant or the responsible person in your organisation well before 1 January 2027.
