A Norwegian category B driving licence usually costs more than many people think. In 2026 you should expect to pay roughly 30,000–60,000 kroner from start to finished licence. A learner who practises a lot privately and passes everything on the first attempt can come in around 30,000–35,000 kroner. A more typical budget, with 20–30 ordinary driving lessons at a driving school, often lies around 40,000–55,000 kroner. If you need many lessons, take a manual gearbox in an expensive area, or have to retake the practical driving test several times, the total can pass 60,000 kroner.

The cost consists of four parts: fixed fees to Statens vegvesen (the Norwegian Public Roads Administration), mandatory training at a driving school, ordinary driving lessons, and smaller add-ons such as renting a school car for the practical driving test. The state fees are the same nationwide. Driving school prices, on the other hand, vary significantly between cities, schools, time of day, and whether you take an automatic or manual.

The figures below were verified on 2 May 2026 against official rates from Statens vegvesen and published price lists from Norwegian driving schools. Public fees are exact. Driving school prices are market estimates, because each school sets its own prices.

A low budget does not mean that the training is short or simple. It means that you shift as much practice as possible from paid driving lessons to private practice driving with a qualified accompanying driver. The high budget is not a normal benchmark, but shows how expensive it can become if you need many lessons, pay evening prices, rent a car several times, or fail the practical driving test.


State fees in 2026

Statens vegvesen charges fixed fees for the theory test, practical driving test, issuing of the driving licence, and the photo. These prices apply from 1 February 2026 and are the same throughout the country.

For category B you pay:

  • Theory test: 480 kroner
  • Practical driving test: 1,540 kroner when paid at the trafikkstasjon (traffic station / driver licensing office), 1,490 kroner with online payment
  • Issuing of driving licence: 270 kroner when paid at the trafikkstasjon, 160 kroner with online payment
  • Driving licence photo: 100 kroner

If you pass on the first attempt and pay the practical driving test and issuing fee online, the state portion comes to 2,230 kroner. If you pay everything that can be paid at the trafikkstasjon, it comes to 2,390 kroner. Online payment therefore saves 160 kroner, but note that the theory test in the price list has only one rate: 480 kroner.

If you fail the theory test, you must wait two weeks before a new attempt and pay 480 kroner again. If you fail the practical driving test, you pay for a new practical test and rent a school car again. This is often where a tight budget breaks.


Mandatory training you must complete

Driver training for cars is divided into stages. Some you can practise privately, but several parts are mandatory and must be registered by a driving school or approved course organiser. Statens vegvesen describes the entire path on the page Personbil - B, and the requirements follow from trafikkopplæringsforskriften (Driver Training Regulations).

The trafikalt grunnkurs (basic traffic course) is the first step for most people. The course can be taken from the age of 15 and consists of 17 teaching hours. It includes, among other things, first aid and Trafikant i mørket (Driving in the Dark course), often called dark driving. On the market, a complete basic course often costs around 3,000–5,000 kroner, depending on whether dark driving is included in the package.

Dark driving can only be carried out between 1 November and 15 March. If you take the basic course in the lighter season, you receive a practice driving permit that is only valid between 16 March and 31 October. If you take the practical driving test between 16 March and 31 October, dark driving can be taken after the practical driving test, but you must complete the course and order a new driving licence by 31 January the following year to avoid an interruption in your driving entitlement.

In addition come mandatory trinnvurderinger (stage assessments) at stage 2 and stage 3. Many people forget these in their budget. They are often priced like a driving lesson or a little more, and in total you should expect to pay roughly 1,600–2,600 kroner.

The sikkerhetskurs på øvingsbane (skid-pad safety course), often called glattkjøring, is mandatory towards the end of stage 3. The course is 4 teaching hours long. In 2026, published prices often lie around 4,100–7,000 kroner, but track hire, NAF fees, or driving to and from the track may come in addition. A practical budget is therefore 5,500–8,500 kroner.

The sikkerhetskurs på vei (road safety course) is the last major mandatory course. It is 13 teaching hours long and consists of the risks of car driving, country road driving, driving in varied traffic environments, and reflection/summary. Market prices in 2026 are often around 8,500–12,500 kroner. This course should be taken when you are already close to the level of the practical driving test; otherwise you risk paying for many extra lessons afterwards.


Driving lessons: the biggest uncertainty

Ordinary driving lessons are the biggest variable in the budget. Statens vegvesen does not set a fixed number of ordinary driving lessons. How many you need depends on previous experience, how much you practise privately, how steadily you practise, and how quickly you reach the goals of the training.

In price lists checked in spring 2026, an ordinary 45-minute driving lesson often costs around 800–1,050 kroner. Evening lessons, weekends, and manual gearbox can cost more. Some packages give a lower effective hourly rate, but always check whether the package actually includes trinnvurdering (stage assessment), track hire, sikkerhetskurs på vei (road safety course), the school car for the practical driving test, and state fees.

Examples:

  • 10 driving lessons at 850 kroner: 8,500 kroner
  • 25 driving lessons at 900 kroner: 22,500 kroner
  • 40 driving lessons at 1,000 kroner: 40,000 kroner

Many people who do good private practice driving manage with fewer paid lessons than learners who only drive at school. But the mandatory courses come regardless. You should therefore not compare only the hourly rate; compare the total for the entire course.

Statens vegvesen recommends that the training takes place over a good period of time, ideally with a lot of practice driving. The Transportøkonomisk institutt (Institute of Transport Economics) has also pointed out that a lot of practice driving contributes to lower accident risk among young and new drivers. Practice driving is therefore both a safety measure and the most effective way to reduce the cost.


Hidden and easily overlooked costs

Renting a car for the practical driving test is one of the most common surprises. Statens vegvesen requires that the car you take the practical driving test in is approved, and for category B it must be rented from a driving school. Published prices in 2026 often lie around 2,000–4,000 kroner, but evening hours, weekends, or a long distance to the trafikkstasjon (traffic station / driver licensing office) can make it more expensive.

The theory app, book, and practice material are small items individually, but they should be included in the budget. Reckon on 300–1,000 kroner, depending on whether you buy a book, a subscription, or both. For learners taking the test in a language other than Norwegian, it can also be useful to spend extra time on topic lists and terminology.

A vision certificate or health certificate is not a standard cost for everyone taking category B for the first time. For ordinary driving licences in group 1, a self-declaration of health is generally enough, but you may have to submit a vision certificate or health certificate if your answers about vision and health require it. The price varies with the optician, doctor, and scope; set aside a few hundred kroner for a vision certificate and more if you need a doctor's certificate.

Late cancellation can also become expensive. If you cancel the practical driving test or an adapted theory test too late, you may have to pay full price. Driving schools also have their own deadlines for driving lessons and courses. Read the terms before you buy a package.

Multiple attempts are the most expensive risk factor. An additional practical driving test means a new test fee, a new school car rental, and often one or more refresher lessons. A new attempt can therefore quickly cost 4,000–7,000 kroner.


Automatic or manual?

Automatic is often slightly cheaper and easier for many learners, especially if you have access to an automatic car for private practice driving. If you take the practical driving test with an automatic, you receive kode 78 (automatic-only restriction code) on your driving licence. You can then only drive cars with automatic transmission.

If you later want to remove the automatic restriction, you must take a new practical driving test with a manual gearbox. That makes automatic a good choice for many, but not for everyone. If you know you must be able to drive a manual car at work or in the family, you should calculate the additional cost now rather than paying for a new practical driving test later.


How to save money on the licence

Start private practice driving early if you have a qualified accompanying driver. The biggest saving does not come from saving 100 kroner on a driving lesson, but from needing 10–15 fewer paid lessons.

Compare at least three driving schools. Ask for a written total overview, not just an hourly rate. Ask specifically about track hire, driving to and from the practice track, trinnvurderinger (stage assessments), sikkerhetskurs på vei (road safety course), renting a car for the practical driving test, evening surcharges, and cancellation rules.

Do not buy a package without understanding what is included. A "mandatory package" often does not include the trafikalt grunnkurs (basic traffic course), state fees, or extra driving lessons. A package with a low price can still become expensive if it has few lessons and a high price for everything outside the package.

Prepare well for the theory test before you turn up. If you fail, you lose both 480 kroner and at least two weeks. A passed theory test is valid for three years for category B, so you do not need to wait until the last week before the practical driving test.

Pay for the practical driving test and the issuing of the driving licence online when you can. That saves 160 kroner compared with payment at the trafikkstasjon. It is little compared to the total, but free to pick up.
