The UVD scheme changed on 1 October 2026. Applications for recognition of higher education are now assessed individually before possible interview-based processing. The fixed country list has been removed. The scheme for people without verifiable documents continues.
What did HK-dir change from 1 October?
The country of education alone must no longer determine whether an applicant is referred to UVD. Direktoratet for høyere utdanning og kompetanse, HK-dir, announced the change on 30 September 2026.
UVD means without verifiable documentation. The scheme allows higher education to be assessed through tests and interviews, among other methods. It is particularly intended for refugees and people in a similar situation.
Previously, HK-dir used a fixed UVD list of seven countries: Afghanistan, the Democratic Republic of the Congo, Yemen, Liberia, Libya, Sierra Leone and Somalia. Individual cases from other countries could also be considered separately.
According to HK-dir’s announcement, all applications must now first be considered for document-based processing. This does not mean that missing papers automatically lead to rejection.

Can you still receive an interview-based assessment?
Yes, UVD continues for applicants who meet the conditions. HK-dir assesses risk, the credibility of documents and whether you can actually obtain the necessary documentation.
It may be relevant if papers are lost, incomplete, inaccessible or impossible to verify. The assessment concerns your specific application. It does not guarantee recognition.
HK-dir’s updated guidance also requires valid residence in Norway. You must document language skills in Norwegian, Swedish, Danish or English.
How do you start an application now?
First apply for general recognition of foreign higher education. HK-dir can then refer the case to UVD if the documents cannot be assessed in the usual way.
The process may include:
- an invitation you must respond to
- an initial interview
- a form about your education and documentation of language skills and residence
- an expert assessment with a written and an oral part.
After the assessment, HK-dir makes a decision on general recognition. The process requires you to participate actively and answer questions along the way.
What should you do about a case already submitted?
Contact HK-dir if you are unsure how the change affects your case. The announcement also asks people wondering whether to reapply to contact the directorate.
For a pending application, HK-dir recommends sending a message through the applicant portal. As of 18 October 2026, the change has taken effect. For a broader overview, read about recognition of foreign education.
