The government wants to make pension information easier to understand. A proposed strategy was opened for consultation on 28 October 2026. You can submit comments until 27 January 2027. The proposal concerns information and guidance, not approving or paying your pension.

What is being consulted on?

Arbeids- og inkluderingsdepartementet, the Ministry of Labour and Social Inclusion, is seeking views on how people can get a better overview of their pensions. A consultation presents a proposal so others can give their views before work continues.

The official consultation is open as of 2 November 2026. Nav, the Norwegian Labour and Welfare Administration, prepared the draft with key pension providers and organisations that provide pension information. The work follows up the 2024 pension agreement.

The aim is to help you understand how decisions during working life and when you start drawing a pension affect your finances. SamfunnPrep has more explanations of Norwegian services.

Who should receive better information?

People’s needs vary throughout life. According to the ministry’s announcement, the information should help people understand, among other things:

  • how young people build up pension rights and what a workplace pension means;
  • how changing jobs, part-time work, sickness absence and periods abroad may affect a pension;
  • questions about drawing a pension, tax and combining work with a pension as retirement age approaches.

The proposal pays particular attention to people with limited Norwegian, little experience with digital tools or weak ties to working life. It also proposes closer cooperation between public and private organisations and a more active role for Nav.

Does this change your pension now?

No. A consultation about information is not a decision on new pension amounts or your application. You should still clarify specific questions with whoever administers your pension scheme.

The draft strategy, dated 24 September 2026, clearly defines its scope. It concerns information and support to understand choices. Applications, case processing, assessment of eligibility, decisions and payments are outside the strategy.

The draft sets a direction but does not describe every measure to be implemented. It therefore does not confirm that a particular new service will start on a particular date.

How can you submit comments?

Anyone can submit comments, including private individuals. The ministry asks you to use the digital form on the consultation page by 27 January 2027. Consultation responses are public and will be published.

A practical response can describe a situation in which information is difficult to understand. For example, explain which terms are unclear or what makes a digital overview hard to use. You can also say what would make the explanation more useful.

Read your text before sending it. Because the response becomes public, avoid information you do not want to share publicly. A consultation response does not replace a pension application or an enquiry about your own case.

SamfunnPrep’s practical tools can help you find your way around Norwegian services. Submit the comments themselves through the ministry’s consultation page.
