What is new in the Norgespris 2027 proposal?
The government wants to raise the price from 40 to 45 øre per kWh before VAT from 1 January 2027. The current price of 40 øre applies through the end of 2026.
Energidepartementet, Norway’s Ministry of Energy, presented the proposal in the national budget on 7 October. Stortinget, the Norwegian parliament, will consider the budget. Read the ministry’s proposal for Norgespris and electricity support in 2027.

Is 45 øre the full price on your electricity bill?
No. The amount excludes value added tax, often called mva or moms in Norwegian. With 25% VAT, the calculation is 45 × 1.25 = 56.25 øre per kWh. This is our calculation of the proposed amount.
Grid charges, other taxes and your electricity supplier’s markup come on top. Your whole bill therefore costs more than the Norgespris amount alone. SamfunnPrep explains the different parts in the guide to electricity and grid charges.
Example: For 1,000 kWh covered by the scheme, the proposed electricity price is NOK 450 before VAT, or NOK 562.50 with 25% VAT. That is NOK 50 more before VAT, or NOK 62.50 more with VAT, than with today’s Norgespris. The example excludes grid charges and other costs.
Must you enrol in Norgespris again for 2027?
Yes. If you still want Norgespris in 2027, you must actively enrol again. Your current enrolment will not renew automatically.

What is proposed for ordinary electricity support?
The government proposes a threshold of 79 øre per kWh before VAT in 2027. Support would cover 90% of the price above the threshold during hours when the spot price is higher.
For your home, electricity support would remain the alternative if you do not choose Norgespris. This is also part of the budget proposal of 7 October.
What should you check before choosing?
Consider your consumption, price zone and need for predictable costs. Norgespris can cost more than the spot price when market prices are low. A fixed price therefore does not guarantee savings.
Before choosing, check:

- Which price zone your home is in.
- Grid charges and markups on your bill.
