Municipal integration grants will be an important issue in 2027. The large Ukrainian cohort from 2022 then leaves the target group, according to the budget proposal. This concerns municipal funding, not an automatic expiry date for your residence permit.
What is new in the 2027 budget?
The government proposes NOK 13.7 billion for integreringstilskudd in 2027. The budget proposal explains the lower need by fewer eligible people, including the 2022 cohort leaving the target group.
This makes the transition to 2027 relevant to municipalities and families settled early in the war. The money goes to the municipality, not as a personal payment to each refugee.
SamfunnPrep's guide to settlement in a municipality explains the difference between being assigned a settlement municipality and waiting in a reception centre.
Why does the ordinary grant end after five years?
The scheme mainly covers the municipality's additional expenses in the settlement year and the following four years. This is the usual five-year model, explains Integrerings- og mangfoldsdirektoratet, IMDi, Norway's integration directorate, in its integration grant information.
A simple example shows the calendar for someone who entered the grant scheme in 2022:
- 2022 is year 1.
- 2023, 2024 and 2025 are years 2–4.
- 2026 is year 5.
- 2027 falls outside the ordinary five-year period.
The example concerns the grant period. It is not a calculation of residence time for permanent residence or citizenship.
Does this mean your support stops?
A municipal grant and a personal benefit are different schemes. A municipality no longer receiving this ordinary grant for a cohort does not alone establish your entitlements.
If you receive a letter about changes to your support or follow-up, check which decision and rules it concerns. Ask the municipality to explain what actually changes for you.
SamfunnPrep also explains permanent residence requirements. Grant years should not be used as a shortcut to establish residence status.
What should you ask the municipality before New Year?
Ask about the service or benefit you use and whether a separate decision will be issued. A report about the state budget does not personally answer your questions about housing, courses or financial help.
For example, ask who will continue following up your plan and which contact person to use in 2027. If the municipality announces a specific change, request written information to keep.
The budget amount remains a proposal as of 18 October 2026. Meanwhile, the ordinary five-year period is an existing feature of the scheme. This distinction makes the news relevant before Parliament finishes considering the budget.
