Integreringsstønad is planned for 2028 under the government's proposal. The 2027 budget still describes the scheme as a proposal. As of 18 October 2026, it therefore replaces none of the benefits you receive today.

What does the new budget proposal say?

The government maintains its plan for one new benefit for newly arrived refugees. The Ministry of Labour and Social Inclusion's 2027 budget proposal says the aim is to start in 2028.

The scheme would combine introduksjonsstønad, financial social assistance and housing allowance for the target group during the first five years. According to the government, a cap and gradual reductions against earnings would make work more worthwhile. This is the government's aim, not a proven result.

SamfunnPrep's guide to introduksjonsprogrammet explains the background. It describes the current programme and why your residence category and the municipality's decision matter.

What changes has the government proposed?

The proposal was sent for consultation on 23 January 2026. The original announcement describes activity requirements after the programme and support calculated at fixed rates.

The main elements of the proposal are:

  • Three benefits would be combined for the relevant target group.
  • Employment income would reduce support gradually.
  • Activity would remain central when a participant does not enter work or education.

Consultation is part of preparing new rules. It does not itself create entitlement to a new benefit. Amounts mentioned in January should not be treated as your future payment either: final rules and calculation bases must first be settled.

What applies to you in autumn 2026?

Continue to follow the scheme and decision applying to your case. This news is not an instruction to stop an application or give up support.

If you need financial social assistance, Nav, Norway's labour and welfare administration, explains the current application scheme. Nav assesses your needs and issues a decision. Ask your adviser if you are unsure about documentation.

Keep decisions about income, your programme and housing. SamfunnPrep's explanation of financial social assistance can help you distinguish the schemes.

What matters in the period up to January 2027?

Follow the reform's further consideration. Adopting the 2027 state budget does not alone mean that all rules for a new benefit are ready.

For household planning, the distinction is practical: use your current decisions when budgeting for current expenses. Treat the reference to 2028 as information about a possible future change, and check new messages from your municipality and Nav.
