What is proposed on Helsenorge?

Helse- og omsorgsdepartementet, the ministry responsible for national health policy, presented the plan on 7 October 2026. The service would use artificial intelligence, often called AI, to answer health-related questions.

The government wants quality-assured information adapted to Norway’s health service. The proposed NOK 20 million would establish the service; it is not a payment to patients. Read the ministry’s announcement about the digital first line⁠.

What would the service answer?

The planned solution is a chatbot: you ask questions and receive answers in a dialogue. The ministry describes advice about symptoms, health conditions and health complaints. The announcement also mentions questions about test results.

Helsedirektoratet, the national health authority, has been tasked with preparing the foundations. It will work with Norsk helsenett SF, which works on digital infrastructure in healthcare, and Folkehelseinstituttet (FHI), which provides public-health knowledge. Direktoratet for medisinske produkter, the medical products authority, will also be involved.

The ministry initially plans no requirement to log in or use another form of authentication. This describes the plan, not an available service or final privacy terms.

Is this a service you can use now?

The announcement does not give access to the new service now. The budget proposal⁠ describes an AI service on Helsenorge from spring 2027. It gives no specific launch day.

The government has started preparations, but the NOK 20 million allocation is proposed. Follow official information about the actual start and what questions the service can be used for. The plan does not justify promises about particular languages, a particular AI model or how your information will be handled.
