You may have part of your student loan cancelled if you live in an approved municipality and meet the conditions. The rural scheme can cancel up to 25,000 kroner a year. Finnmark and Nord-Troms have a separate scheme providing up to 60,000 kroner. You must apply after completing a qualifying period.
Which scheme may apply where you live?
Check your municipality and where you work. Lånekassen (Statens lånekasse for utdanning), the Norwegian State Educational Loan Fund, provides loans and grants for education and processes applications for student debt cancellation. The amounts below apply as of 7 October 2026.

Centrality class describes how centrally located a municipality is. Statistisk sentralbyrå (SSB), Statistics Norway, produces the index. Use Lånekassen's official municipality list. Living in a small settlement does not automatically mean the municipality is included. Classes 5 and 6 have the same rules under the rural scheme.
Here, Nord-Troms means Lyngen, Storfjord, Kåfjord, Skjervøy, Nordreisa, Kvænangen and Karlsøy. The Finnmark scheme covers all municipalities in Finnmark, regardless of centrality class.
You cannot add together the rural scheme's 25,000 kroner and the northern scheme's 60,000 kroner. This follows from forskrift om tilbakebetaling av utdanningslån §§ 43 and 44a, the regulations on repayment of educational loans. Teachers also have their own schemes; combinations must be assessed under the rules of the particular scheme.
What counts as residence and qualifying activity?
You must normally both be registered in Folkeregisteret, the National Population Register, and actually live in an approved municipality throughout the qualifying period. A registered address alone is not enough. Section 48 of the regulations allows a specific assessment in some cases where actual residence is clear but registration is missing for part of the period.
Qualifying activity means meeting one of the conditions in section 46 of the regulations. These may include:
- work equivalent to at least 50 per cent of full-time work
- full-time work for at least six months and registration as a jobseeker seeking full-time work for the rest of the period
- care for children born in 2016 or later, or particularly demanding care duties for immediate family members.
Time on sick leave counts. There are also rules on paid study leave and work in the transport sector, on ships or on the continental shelf. Ask Lånekassen to assess these situations based on where you live and work.
Working from home in Finnmark or Nord-Troms may count even if the employer is based elsewhere. Your place of work needs to be clarified. See the rules for Finnmark and Nord-Troms.
When do the twelve months start?
The period starts when you meet both the residence condition and the qualifying activity requirement. You normally need twelve consecutive months before debt can be cancelled. Under the rural scheme, qualifying time can start no earlier than 1 January 2025. Subsequent periods follow the first if you continue to meet the conditions.
Full-time studies may delay the start. Periods in which you received or could have received a loan or grant for full-time education do not count. Simply saying that you chose not to apply for student support is therefore not enough.
If you could have received support for the entire autumn semester, qualifying time can start no earlier than 16 January, even if you started working earlier. The other conditions must also be met. See Lånekassen's explanation of study periods and qualifying time.
Initial military service and military education do not count as ordinary qualifying work activity either. Work assessment allowance from Nav (the Norwegian Labour and Welfare Administration) alone is not enough, but other qualifying activity may matter. Sections 47 and 49 of the regulations also provide some exceptions for interruptions. Clarify the start and any interruptions before calculating your deadline.
What kind of debt can be cancelled?
These schemes cover only lawfully received, interest-bearing educational loans. The debt must relate to education you have undertaken. Interest and fees are not cancelled. Support received without entitlement and converted into a loan is not covered either.
“Up to” means that cancellation cannot exceed the debt eligible for the scheme. The scheme does not pay 25,000 or 60,000 kroner into your bank account. It reduces your student debt. See sections 43–45 and 51 of the regulations.
The scheme applies to Lånekassen loans. If you have a loan from a private bank, you must follow your agreement with the bank. Ordinary loans and grants during your studies are explained in the guide to higher education and Lånekassen.
How do you apply before the deadline?
Lånekassen must have received your application no later than three months after the qualifying period ends. You must apply after each new period. This is set out in section 53 of the regulations.
- Note when both your residence and activity began to meet the conditions.
- Identify the end of the qualifying period and set a deadline reminder.
- Open the application from Lånekassen's page for the scheme and log in.
- Submit the application, save the confirmation and follow up any requests for documentation.
Lånekassen uses a shared application for several schemes and obtains information from public registers. You will be told if you need to submit documentation. See the public application information for Finnmark and Nord-Troms.
Do not expect automatic cancellation next year. Lånekassen stresses that you must apply again every year. A late application may cost you days or weeks of qualifying time. See Lånekassen's reminder about the three-month deadline.
Should you continue paying your bills?
Under the rural scheme, you must pay principal instalments and interest as usual, including after debt has been cancelled. A principal instalment is the part of the payment that reduces the loan itself.
Finnmark and Nord-Troms have different rules. After you submit an application under this scheme, Lånekassen says you may wait for the response before paying, without payment reminders in the meantime. This must not be applied to the rural scheme.
When debt is cancelled under the northern scheme, you must pay interest and any fees, but no principal instalments after the first qualifying period. Check the payment schedule and bills on Dine sider. See the payment rules for Finnmark and Nord-Troms and section 51 of the regulations.
If you have received notice that your loan will be terminated, overdue amounts may prevent processing until they are paid, unless a payment deferral can be granted. Contact Lånekassen; cancellation does not automatically clear old unpaid bills. See section 52 of the regulations.
What if you move or change work?
Check the conditions again. Moving between approved municipalities may still count towards the qualifying period. Moving out of the area or changing work may affect which scheme applies.
If you live in Finnmark or Nord-Troms but work outside the area, the northern scheme normally does not apply. The rural scheme may nevertheless be relevant if your municipality of residence is in class 5 or 6. Special rules may apply, including for certain working arrangements or working from home.

When will you receive a response, and what should you check?
Some applications are processed automatically; others need assessment by a caseworker. Do not base your finances on a guaranteed response date. Check Lånekassen's current processing times and the messages on Dine sider.
