Student support for 2027–2028 could increase by linking the basic loan to 1.25 G, the National Insurance basic amount. The government presented the proposal on 7 October 2026. It has not been adopted and does not increase your payments now.

What does the proposal for 1.25 G mean?

The government wants the basic loan to follow changes in the National Insurance basic amount, abbreviated G. The proposed ratio is 1.25 G and would give an increase of 4.21 percent for the academic year 2027–2028.

Kunnskapsdepartementet, the Ministry of Education and Research, says the basic loan would then be just over 7,000 kroner higher than in 2026–2027. This is the basic loan for the academic year, not an extra 7,000 kroner every month. Read the ministry’s announcement about the proposed G adjustment of student support⁠.

Why use G instead of price growth?

The proposal would let the basic loan and away-from-home grant follow wage growth over time. Today the basic loan is adjusted for price growth.

Lånekassen explains that G is set in May, while the academic year starts in August. The government therefore proposes using forecasts for G, with differences corrected the following year. What is proposed for the away-from-home grant?

The away-from-home grant for upper secondary pupils would increase from 7,015 to 7,310 kroner per month. This increase is also 4.21 percent.

This is a separate support scheme for pupils who meet the conditions. It is not a monthly extra that all students receive together with the basic loan.

Will more of the loan automatically become a grant?

No. A larger basic loan does not mean the entire increase becomes free money. You need to distinguish the amount you borrow from any part that may later be converted into a grant.

For folk high school pupils, the government proposes a separate reduction: the share of the basic loan that can be converted into an education grant after completing the course would fall from 40 to 15 percent from 2027–2028. This is in Lånekassen’s budget overview and remains a proposal.

What should you do while the budget is considered?

  • Use current decisions and rates for the academic year 2026–2027.
  • Make a separate provisional budget for 2027–2028 and mark the amounts as proposals.
  • Distinguish the basic loan from grants that you do not have to repay.
