Short answer: You can contact Nav for help with work, guidance, financial support, and municipal social services. However, there is no single package of "Nav rights for immigrants." Each service has its own conditions. Residence, membership in the National Insurance Scheme, work, income, family, and agreements with other countries can affect the answer. What can Nav help with?
Nav is both a state employment and welfare administration and an entry point to municipal social services. Therefore, two people can receive assistance under different rules at the same Nav office.

Nav can provide guidance, but guidance is not the same as the right to money. You will receive a decision when Nav decides an application or specific services.
The National Insurance Scheme is important, but not the whole answer
Membership in the National Insurance Scheme is key to many state benefits. You can be a member as a resident or as a worker. If you are legally in Norway and your stay lasts or is intended to last at least twelve months, you are generally a member as a resident. In some cases, work in Norway can grant membership even if you are not considered a resident.
Citizenship, registration in the National Population Register, taxes, or a Norwegian personal identification number do not alone determine if you are a member. EEA rules and social security agreements can determine which country is responsible. Residence abroad can also change membership.
Even membership does not mean that all benefits are automatically paid out. Unemployment benefits, sickness benefits, parental benefits, and work assessment allowances have additional requirements. Read the page for that specific benefit and respond with your own information.
Individuals with collective protection from Ukraine automatically become members of the National Insurance Scheme according to Nav, but must still meet the conditions for each benefit.
How to register as a job seeker
You can register as a job seeker if you have legal residence in Norway, want work, and wish to participate in activities that can help you find a job. Once registered, Nav will assess your need for job-related follow-up. This does not mean that you will automatically receive unemployment benefits. Unemployment benefits require a separate application.
Digital registration requires BankID, Buypass, or Commfides. If you cannot obtain such electronic ID, you should visit the Nav office. The office can assist you with the registration, so you can later use MinID for employment status forms (meldekort) or confirmations.

What financial support may be relevant?
Do not choose a benefit solely based on its name. Start with your situation:
- Have you lost your job or had your working hours reduced? Check unemployment benefits and read unemployment benefits after termination.
- Are you unable to work due to illness? Check sickness benefits or work assessment allowances. They have different purposes and requirements.
- Have you recently had a child? Check parental benefits or one-time grants.
- Have you been out of work for a long time and need close follow-up? Ask about the qualification program KVP.
- Are you lacking money for necessary expenses right now? Check financial assistance.
Rates and income limits change. Therefore, do not look at old amounts as a guarantee. Use nav.no and the date of the update on the page. If you have worked in another EEA country, Nav may request documentation from that country.
The introduction program is a municipal arrangement for certain newly arrived refugees and family members. Introduction support is not the same as unemployment benefits or social assistance. If you participate, ask the program advisor and Nav how other income or support affects the payment.
Financial social assistance and emergency situations
Financial social assistance is a temporary safety net when other income opportunities are insufficient. The Nav office assesses the entire situation: money you have, income, necessary expenses, family, and other options. State or municipal rates are only guidelines. The amount should be assessed individually.
As a general rule, you must have legal residence in Norway to be entitled to financial assistance. There are specific and more limited rules for some individuals without a fixed abode or in other special situations. Therefore, an acute situation should always be assessed by the Nav office, not by a general online article.
You have the right to information, advice, and guidance regardless of whether you receive financial assistance. Apply without digital login
Many services are digital, but lack of BankID does not mean you should give up. Find your local Nav office and ask for help. For financial assistance, there is also a paper application. Attach any documentation you have and explain what is missing.
Feel free to bring:
- identification and residence information
- bank statements and pay slips
- rental agreements and bills
- employment contracts or documentation that work has ended
- medical information when health is relevant
- decisions and letters from other agencies
Do not send health information or personal identification numbers in an unsecured email. Use Nav's secure channels or deliver the documents at the office.
Interpreter, guidance, and complaints
If you do not understand what is being said or cannot explain your needs, you may be entitled to a language interpreter in the conversation. Nav assesses the need and orders a professional interpreter. An interpreter in the meeting is free of charge. Children, family, and friends should not be used as interpreters. Request an interpreter before the meeting.
When you receive a decision, read the justification, deadline, and complaint procedure. The complaint deadline varies depending on the case; for financial assistance, it is normally three weeks. Therefore, it is incorrect to use six weeks as a general Nav deadline. The Nav office can help you write the complaint.
