What is the housing cost ceiling in 2026?

  • Oslo: + 27 982 kroner
  • Bergen, Trondheim, Stavanger, Tromsø and Bærum: + 19 079 kroner
  • Certain municipalities around major cities (including Kristiansand, Asker, Nordre Follo, Lørenskog, Sandnes and Sola): + 12 720 kroner

If anyone in the household needs specially adapted housing due to reduced functional capacity, the ceiling is increased by 5 724 kroner per year.

Assets, students and other exceptions

High assets (saved money and valuables) may result in you losing eligibility or receiving less. For 2026, the exemption threshold in net assets is 333 557 kroner for tenants and up to 700 468 kroner for homeowners. If you have more than this, 65 percent of the excess is added as additional income in the calculation. Capital income over 6 672 kroner per year also counts.

Certain groups are generally excluded from the scheme:

  • Students, pupils and apprentices are normally not covered – unless the study is part of a public program, or you have your own children.
  • Persons in military service are excluded.
  • If you are under 18 years old, you can only receive Housing Allowance if you have your own children.

Housing Allowance follows a fixed monthly rhythm that is worth knowing:

  • Application deadline: the 25th of each month. If you apply after the 25th, your application will be assessed for the next month.
  • Payment: around the 20th of the following month.
  • You do not need to reapply each month. Once you have been granted Housing Allowance, your case is automatically reassessed month by month.
  • You do, however, have a duty to report changes – for example, if your income, rent, assets, or the number of people in your household changes.
