An overnight accommodation tax may be introduced in Tromsø, Vågan and Stranda from 2027. Their plans have been approved. As of 2 November 2026, this does not mean the tax is being collected now. The earliest possible start is 1 January 2027, and local rules must be in place.

What has been approved for the three municipalities?

Tromsø, Vågan and Stranda have received approval to introduce an overnight accommodation tax. The approval concerns visitor contribution plans, not a shared start date for all bookings.

Nærings- og fiskeridepartementet, the ministry responsible for tourism policy, announced the first three approvals on 28 October 2026. The municipalities also need local regulations. Regulations are rules that supplement an Act.

It is therefore useful to distinguish three steps:

  • The state provides the framework through legislation and national regulations.
  • The ministry approves the municipality’s plan for using the revenue.
  • The municipality sets local rules for the tax.

Must everyone pay an overnight tax from the new year?

No. The news does not mean the same tax automatically applies throughout Norway from 1 January 2027. You need to check the rules for the municipality and the accommodation you plan to book.

According to the ministry’s questions and answers on visitor contributions, the scheme concerns municipalities under particularly heavy pressure from tourism. An approved plan and municipal regulations are necessary before collection can begin.

The Visitor Contribution Act, besøksbidragsloven, and national regulations entered into force on 1 July 2026. That is a different date from the earliest possible collection, 1 January 2027. The law being in force therefore does not mean you already pay the tax.

The amount and start date must therefore be checked in the municipality’s local rules. Approval alone does not tell you what a particular hotel stay will cost.

What should you check before booking?

Check the municipality’s updated information and ask the accommodation provider to explain the total price for your dates. Do not use a general news story as the only basis for your travel budget.

For example, you can ask:

  • Does an overnight accommodation tax apply to this specific stay?
  • From which date does the local scheme apply?
  • Is any tax included in the price I am quoted?
  • Where can I find written information about the amount and payment?

Keep your booking confirmation and the answer you receive. If you have already booked, give the booking number and travel dates when asking. These are practical suggestions, not new rights arising from the approval.

What will visitor contributions be used for?

The revenue is intended to support shared facilities and services related to tourism. The ministry mentions toilets and waste management, among other examples, in its explanation of the scheme.

The municipal plan must explain how the revenue will be used. A visitor contribution is therefore not a benefit you apply for as a guest. For practical questions about your stay, the accommodation provider is a useful starting point. Contact the municipality about local rules.
