The government proposes a minimum age of 16 for e-scooters. As of 7 October 2026, the limit is still 12. The proposal will undergo consultation, and a new limit has not been adopted.

What does the government propose?

The government wants to raise the age limit from 12 to 16. Samferdselsdepartementet, the ministry responsible for transport policy, announced the proposal on 5 October 2026.

The ministry has asked Statens vegvesen, the national road authority, to send the proposal for consultation. Consultation means that affected people and organisations can give their views before the authorities make a decision. Read the government's announcement about the age limit.

According to the ministry, the background is an increase in injuries among children and young people. The road authority's assessment points to the youngest riders' limited traffic experience. The announcement does not introduce a new nationwide ban already in force.

SamfunnPrep has a separate guide to current bicycle and e-scooter rules. It explains the requirements you must follow when riding.

Is the age limit already 16?

No. The national age limit remains 12 as of 7 October 2026. However, a rental company's terms may require a higher age.

Statens vegvesen explains this in its traffic rules for e-scooters. The table separates current rules from the proposal:

QuestionStatus as of 7 October 2026
National minimum age12; the government proposes 16
HelmetMandatory for children under 15; recommended for everyone
E-scooter rentalThe company may set a higher limit, for example 16 or 18

In a written answer to Stortinget on 5 October, the transport minister says a final decision will follow consultation. Stortinget is Norway's parliament. Neither the answer nor the press release sets a date for a new limit to take effect.

What should you do now?

Follow current rules and check rental terms before booking. A proposal in a news report does not replace current rules or the company's agreement.

If you plan to let a child ride, you can make three simple checks:

  • Check the child's age against the current national limit and any rental terms.
  • Ensure the child wears a helmet if under 15; the road authority recommends helmets for others too.
  • Follow the case with the authorities, and look for an actual decision and an effective date.

Do not use an adult account as proof that the child meets the company's terms. Read the age requirement in the agreement you actually use.
