A trial of activity payments for young people is planned to start in Trondheim in November 2026. The government proposes NOK 96.5 million for the trial in 2027. As of 7 October, this is not a new benefit that young people across Norway can apply for.

Where and when is the trial due to start?

The “Et enklere Nav” trial will take place at Nav Falkenborg and Nav Lerkendal, the two Nav offices in Trondheim. Nav is Norway’s labour and welfare administration.

The government’s budget information gives November 2026 as the planned start. This does not mean you can count on receiving a payment now. See the budget overview for Trøndelag⁠.

Who does the trial target?

The target group is young people who have turned 18 but are not yet 30 and need help from Nav to enter employment. The budget also mentions young people with more extensive support needs.

The trial will test simpler eligibility conditions for financial support and close, individually adapted follow-up. A diagnosis or reduced health will not be required for entry. However, clear activity requirements are planned for receiving the benefit.

This is not automatic support for everyone under 30. Arbeids- og inkluderingsdepartementet, the ministry responsible for labour and welfare policy, describes the target group and conditions in budget chapter 2652⁠.

What does NOK 96.5 million mean?

It is the government’s proposed funding for the trial in 2027. It is neither a rate per participant nor the total estimate for all benefit payments.

The detailed budget distinguishes benefits, savings on other schemes and administration. It estimates NOK 74 million in net additional benefit expenditure and proposes NOK 22.5 million for the trial under Nav’s operating budget. Together, these make NOK 96.5 million. Can young people throughout Norway receive activity payments?

No, this is a local trial. The budget describes Trondheim as a pilot to be evaluated before any possible expansion. Activity payments have not been introduced as a permanent national benefit. This appears in the ministry’s description of the trial⁠.
