Short answer: Temporary collective protection does not count directly as residence time for permanent residence. After five years, if the scheme is still in place, a new temporary permit may be granted that counts. This does not mean that permanent residence is automatically granted. In March 2026, the government decided that the first individuals from Ukraine who had received collective protection for four years could be granted an extension for a fifth year. This was an extension of the temporary scheme. It was not a decision regarding permanent residence.
What does the rule say about five years?
UDI explains that a permit under the Immigration Act § 34 is granted for one year and can be renewed or extended for up to five years. The permit itself does not form the basis for permanent residence.
After five years, a new temporary permit may be granted that forms the basis for permanent residence, provided that the collective protection scheme is still in place. After three years with such a new permit, permanent residence should be granted if the conditions are still met and the individual fulfills the other requirements.
The word "may" is important. There is no confirmed automatic transition for everyone. The ministry has also stated that the structure and duration of a possible new permit are uncertain. Common requirements for permanent residence
For a regular permanent residence permit, you must first have a permit that forms the basis. The requirement for continuous residence is three or five years, depending on which permit you have when you apply. Protection may have a five-year requirement, while several work and family permits have a three-year requirement.
An adult applicant must usually also:
- continue to meet the conditions for the current permit
- have sufficient personal income, or fall under an exception
- have passed the oral Norwegian test at least A2 and the social studies test in a language the person understands, or have an approved exception
- not have circumstances that cause additional waiting time, such as certain criminal sanctions

Can you apply for another type of permit?
There may be other grounds for residence, but none apply automatically because you are from Ukraine or already live in Norway. Each scheme has its own requirements.
Employment as a Skilled Worker
A permit as a skilled worker can form the basis for permanent residence. You must, among other things, have relevant vocational education, higher education, or special qualifications, and a specific job offer that meets the requirements. There are also specific rules regarding where the application can be submitted. Family Immigration
Some family permits form the basis for permanent residence. This depends, among other things, on the person through whom you apply, the relationship, the status of the reference person, and other conditions. Marriage or cohabitation does not automatically grant residency.
Individual Protection
Individual protection requires a specific assessment of your personal protection needs. The requirements are significantly stricter than for collective protection. This should not be described as an easy shortcut to permanent residence. Seek legal guidance if you are considering an individual asylum case.
Changing your application or permit may have implications for rights, travel, family, and the calculation of residence time. Ask UDI or a qualified advisor to assess your case before making an important decision.
New rule for certain men applying in 2026
For applications submitted from May 5, 2026, men between 18 and 60 years old are generally not covered by collective protection. The application will then be assessed according to the rules for individual protection. UDI specifies certain exceptions, including documented permanent exemption from military service, certain caregiving situations, and medical evacuation.
The change does not apply in the same way to individuals who already had collective protection or were to have their permit extended. The individual's date and documentation are decisive.
What should you do now?
- Find the decision and see what residence basis you actually have.
- Check the expiration date and contact information on My Page at UDI.
- Keep the decision, employment contracts, pay slips, tax returns, and test results.
- Learn Norwegian and plan for the social studies test, but check what requirements will apply to you.
- Request individual guidance before applying for another permit.
