A truck driving certificate is proof of completed certified safety training. It is not a driver's license and does not expire. The employer must pay for the course and wages during training. Certificates from countries outside the EEA, Switzerland and the United Kingdom are not recognized in Norway.
What is a truck driving certificate, and what is certified safety training?
A truck driving certificate is proof that you have completed certified safety training with a certified training provider. The rules are in the Regulation on Work Execution chapter 10. The regulation changed its name on 1 January 2026 and is now called "Regulation on Work Execution, Psychosocial Work Environment, Use of Work Equipment and Related Technical Requirements".
The regulations have three levels of training. Many people confuse them, and the difference determines who must provide you with the training.

The competence certificate says nothing about who you are. It is the HSE card at construction sites that shows identity and which company you work for.
Which machines require certified training?
Certified safety training is required for eight types of work equipment in § 10-3. Briefly: truck with permanent operator station, most cranes, and earth-moving machinery with a power rating higher than 15 kW (20.4 hp).
The classes are divided as follows:
- Truck under 10 tonnes: T1–T5, plus C1 and C2 for telescopic trucks. The warehouse package people usually buy is T1–T4 or T1–T5.
- Truck over 10 tonnes: T6, T7 and T8 with subclasses. Large trucks are based on a completed T4.
- Earth-moving machinery: M1 dozer, M2 excavator, M3 grader, M4 wheel loader, M5 backhoe and M6 dump truck.
- Crane: only G1, G2, G3, G4 and G8, in addition to offshore cranes. G11 lifting tackle is documented level, not certified.
Boundary cases determine whether you need to spend several thousand kroner more. Arbeidstilsynet writes that a foldable platform for a standing operator is not considered a permanent operator station. Such a pallet truck therefore requires only documented training. The same applies to person lifts and tractors with forks.
The age limit is not in the truck rules, but in the Regulation on Organization, Leadership and Participation: 18 years to work with the equipment, 17 years to receive practical training, and 16 years for an apprentice in secondary school under school supervision.
Who pays for the truck course?
The employer pays. Arbeidstilsynet states clearly that "the employer must cover the costs of training" and "wages equivalent to ordinary work time during training". The obligation follows from the Working Environment Act § 3-2.
This also applies to hired workers and temporary employees. The Working Environment Act § 2-2 requires a fully satisfactory working environment also for hired workers, and the main business has coordination responsibility. If you are hired out from a staffing agency, you have the same rights as permanent employees.
Your boss cannot simply deduct the course fee from your salary. Wage deduction is prohibited under the Working Environment Act § 14-15 third clause, with six exceptions. One of them is a written agreement made in advance. A verbal message is not enough. The deduction must also be limited so that you retain what you reasonably need for living expenses.
Training must be provided "in a language that employees understand". This is an obligation under the Regulation on Organization, Leadership and Participation § 8-1, not a recommendation. Does the truck driving certificate expire?
No. Arbeidstilsynet writes that a competence certificate "does not expire". Chapter 10 has no requirement for refresher courses, and modules you took years ago still apply.
But the certificate is not a driver's license. Arbeidstilsynet clearly states that the certificate gives you permission to operate "under the employer's authorization", and thus not a right to operate the machine the way a driver's license gives a right to drive on the road. If you change jobs, your new employer must provide you with equipment-specific training on the exact machine you will use, and document it in writing. If the employer believes that new training is not needed, this reasoning must also be written down.
There is no public register of individuals' competence certificates. The register at sert555.no only lists companies. If you lose your certificate, check the private Stiftelsen Sentralregisteret, which lists over 1.3 million registered certificates. If it is not listed there, you must contact the training provider that issued it.
Does my truck certificate from Poland or Ukraine apply?
Arbeidstilsynet only recognizes professional qualifications from the EEA, Switzerland and the United Kingdom. Certificates from countries outside this area, for example Ukraine or Syria, are not recognized at all. You must then take the entire Norwegian certified training.
If the certificate is from the EEA, you send one of two types of inquiries to Arbeidstilsynet through Altinn, the public login portal. You must also yourself be a citizen of an EEA country or Switzerland, a family member of such a citizen, or a worker posted from a business in the EEA:
- Notice of temporary work: for a limited period. Usually processed automatically, with a reply no later than two months after complete documentation. The notice must be renewed after 12 months.
- Application for recognition upon establishment: for you who will live and work permanently in Norway. Normal processing time is 1–30 days, and you cannot use the equipment before the application is approved. The appeal deadline for rejection is three weeks.
Some countries require a certificate of practice, others do not. Poland, Lithuania, Sweden, Romania and Bulgaria require no certificate for trucks. Germany, Estonia, Czech Republic, Slovenia and Portugal require a certificate for all three equipment groups. The certificate must show at least one year of practice within the last ten years, and the practice cannot have been acquired in Norway.
A foreign certificate is never exchanged for a Norwegian competence certificate. You receive a decision letter, and must have both the letter and the original certificate available at work. Vocational diplomas and vocational qualifications are recognized in a completely different place than machine certificates.
What does the course cost, and is it available in English or Polish?
Most truck courses for classes T1–T4 or T1–T5 cost approximately 5,500–9,500 kroner on 6 August 2026, but some providers charged more. These are market prices from course catalogs, not public rates. The cheapest Polish-language course was 5,500 kroner, while other Polish-language courses cost more. An English-language course with e-learning and practical training cost 9,490 kroner on the same day.
The course consists of four modules: theory on working environment, technical theory, practical training and driving under supervision. It is not permitted to sell individual modules as a "truck course". If you purchased only an online module and thought you got the full certificate, the case may be relevant for Forbrukertilsynet.
Nav (the Labor and Welfare Service) can cover the course as labor market training if Nav assesses that you need training to get a job. Support for most training measures is provided from the year you turn 19. Note the trap: if you receive a rejection to participate in an AMO course, you do not have the right to appeal that decision.
What happens if you operate without training?
The responsibility lies with the business. Arbeidstilsynet can impose an administrative fine on the spot for clearly verifiable violations, without prior notice. The upper limit is 50 times the basic amount in the National Insurance (G) or 4 percent of annual revenue. With a basic amount of 136,549 kroner per 1 May 2026, 50 G equals 6,827,450 kroner, and the higher of the two amounts is the upper limit. The person who leads the business in the employer's place can, by intent or gross negligence, personally face a fine of up to 25 times the basic amount, that is 3,413,725 kroner.
In 2024, Arbeidstilsynet imposed just under 400 administrative fines in the construction and construction industry. Deficiencies in machines and other work equipment were one of the most common reasons.
In case of imminent danger, Arbeidstilsynet can stop work without first issuing a notice. The safety representative can also stop dangerous work, and training documentation must be available to the safety representative. Truck is one of the machines involved in the most accidents at Norwegian workplaces. If you are pressured to operate without training, you can say no and alert the safety representative or Arbeidstilsynet.
