Yes, it may be possible to travel while UDI processes your application. The application is not a travel document. Check your passport or travel document, residence card and current permit for both departure and return. Your application type and expiry dates determine what you need to clarify.
Start with three dates
Write down the expiry date of your passport or travel document, residence card and current residence permit. Also check your return date, not just your departure date. A receipt showing that you submitted an application, or confirmation that you may stay lawfully while waiting in Norway, does not necessarily replace the documents you need at the border or with the airline.
UDI says you should have a valid passport or other valid travel document and a valid residence card when you travel abroad. If either is missing, you may have problems both during transit and on your return. Booked tickets normally do not give your case priority. Also check visa and entry rules for your destination and any transit countries.

This is a checklist, not a general travel permit. EU/EEA citizens and family members covered by EEA rules may have different documents and rights from people with an ordinary residence permit. Read your decision.
You have applied for permanent residence
An application for permanent residence does not give you a permanent residence card before it is approved. The police may renew your temporary permit when the application is forwarded to UDI, if you meet the renewal requirements. Check whether renewal has actually been granted and whether you have received a new residence card before travelling. Do not assume an application receipt can be used at passport control.
You must also consider whether the trip itself could affect your application. UDI sets requirements for continuous residence and limits on time spent abroad, which vary according to your basis for residence. For some workers, for example, a work-related trip may be treated differently from a long private trip. Check your travel record before applying for permanent residence and the rules for your permit. If you have refugee status, travelling to your home country may raise a separate question about your protection, even if your card is valid.
Example: You submitted an application for permanent residence in August. Your temporary card expires on 15 November, and you plan to return on 20 November. Submitting the application in August does not solve the problem of an expired card on your return date. Clarify renewal and a new card before booking the trip.
You are waiting for a renewal
If you applied for renewal on time, you may retain rights such as working and staying while you wait in Norway in some categories. UDI nevertheless specifically points out that you may have problems travelling out and back in once your old residence card expires. UDI expressly describes this difference for family immigration and study permits. The rules for when an application counts as submitted and which rights continue depend on the application type and how you submitted it.
If you have protection, the validity of a Norwegian travel document or immigrant's passport may follow the validity of your residence permit. In these waiting situations, UDI advises against booking international travel before the new decision, card and any travel document are ready. If you need confirmation of lawful residence in Norway, ask UDI. Do not assume that confirmation can replace a passport and card when travelling.

First family immigration application
It is especially important to distinguish between visiting Norway and having the right to live here while your first application is processed. Many people apply from abroad and wait there. Some groups may apply from Norway if specific conditions are met. A visitor visa or visa-free travel does not by itself give you the right to stay or work while a family immigration application is being processed.
UDI has rules for entry visas, often called D visas, for some applicants waiting for family immigration or a study permit. The possibility is limited and requires an application under separate rules. Do not assume one will be granted automatically because you submitted an application. If your residence permit is granted while you are abroad, the decision and foreign service mission will explain the next steps for entry. If your card expires or is lost abroad
UDI also describes D visas for a person who already lives in Norway but is abroad without a valid residence card. This does not mean you can safely travel with an expired card and deal with it later. A D visa application takes time, and you must document your situation. If the card is lost, follow UDI's advice about getting a new residence card and contact a Norwegian foreign service mission. If the residence permit itself has expired, you must also clarify the basis for your residence; a new plastic card alone will not solve that.
Checklist before you buy a ticket
- Find your decision, card and travel document. Write down all expiry dates and your planned return date.
- Read UDI's page for your application type: permanent residence, renewal or first application. Check whether a new permit has actually been granted.
- Check entry and transit requirements with the destination country and airline. See whether you need a visa.
- Consider whether the trip's length, purpose or destination could affect the conditions of your residence case.
- If your card will not be valid when you return, clarify this with UDI or the foreign service mission before travelling. Ask for an answer specific to your dates.
