Permanent residence may be possible without the ordinary income requirement if an education exemption applies to you. You must document the right education and period. The exemption does not itself create qualifying residence time; your residence permits must also form a basis for permanent residence.
Can a student obtain permanent residence without enough salary?
Yes, certain educational situations can provide an exemption from the self-support requirement. This means the income part can be assessed without you reaching the ordinary monetary threshold.
Utlendingsdirektoratet (UDI), the immigration directorate, lists, among others, full-time students in approved higher education, certain school pupils and specific education routes through public measures. The rules were checked on 4 October 2026 on UDI's self-support page.
Distinguish being a student from holding a study permit. You can study while holding a family permit that provides a basis for permanent residence. An ordinary study permit normally does not provide that basis.
Start with the full requirements for permanent residence. An education exemption does not resolve insufficient residence time, a gap in residence or another condition.
Which education group do you belong to?
Find the specific group in UDI's list. Saying “I attend school” is not enough to show that the exemption applies.

Nav is the labour and welfare administration. Lånekassen is the public student finance scheme. For higher education, UDI requires the institution to be approved by Lånekassen and qualify for loans or grants.
For the young school group, UDI describes applicants under 25 or turning 25 before 1 July in the application year. Some apprentices are included when they attended upper secondary teaching before their apprenticeship. Check the specific group if you are an apprentice or close to the age limit.
What do full-time and the correct period mean?
Document study load and actual participation during the period assessed. An admission confirmation for a future semester is not the same as documented previous full-time study.
UDI's public page describes the last twelve months or the last two semesters. The guideline UDI 2017-006 asks full-time students to document education for the last twelve months. Ask the institution to state actual semester and participation dates so the authorities can use the correct period.
Avoid filling a gap in your overview with assumptions. A semester without registration, a reduced study load or leave must be shown clearly. Ask for clarification if the documents do not show a continuous period matching the exemption.
If you have only attended a Norwegian course, do not automatically describe it as higher education. Record the course name, provider and education category it belongs to. The same applies to short online studies and individual courses.
What confirmation should you ask the institution for?
Ask for a dated confirmation showing the study programme, full-time status and participation periods. Also follow the document list UDI provides for your application.
You can send the institution a specific request: “I need documentation of the education I have participated in, the study load and the dates of the relevant semesters.” Ask them to ensure your name and identifying details are correct.
A useful confirmation can make it possible to check:
- which institution and study programme the document concerns
- whether you were a full-time student or had a lower study load
- start and end dates for the relevant periods
- any leave or interruption
- who at the institution can confirm the information
This is a practical document overview, not a new official checklist. If Nav has approved the educational measure, also find the decision and ask about the measure's registration. UDI refers to section 7-2 of the regulations on labour market measures (tiltaksforskriften) for specific Nav routes.
Two examples: same studies, different residence basis
Two people on the same course can have different routes to permanent residence. Study activity and residence permits must be assessed separately.
Fictional example 1: You hold a family permit that forms a basis for permanent residence. You have studied full-time in approved higher education during the relevant period. The education can provide a basis for an income exemption, while residence time is assessed according to the family permits.
Fictional example 2: You have only held an ordinary study permit. You attend the same programme with the same study load. The studies do not automatically turn years with this permit into qualifying residence time for permanent residence.
See the guide to residence time when changing permits if you later obtained a work or family permit. First arrange the decisions chronologically. Then assess the education exemption as a separate part of the case.
What if you finish studying or turn 25?
A change in education or age can affect which group you fall under. Check the assessment timing before relying on an exemption.
Record the date you completed your studies, when your study load changed and when you turned or will turn 25. Ask specifically if you are applying while moving from school to work. An old student card does not necessarily show the relevant situation.
Higher education, the young applicant group and education through the introduction programme have different conditions. Do not transfer the age limit from one group to all the others. If an exemption no longer applies, check whether income or another documented situation fulfils the self-support requirement.
Checklist before requesting an exemption
You should be able to explain which exemption you use and which document shows each condition. This makes the application easier to check.
- Find the correct education group on UDI's page.
- Check that your residence permits provide a basis for permanent residence.
- Document actual study load and relevant dates.
- Obtain any confirmation about the institution or Nav measure.
- Follow the personal document list and check other requirements.
