Permanent residence may be possible with full-time work even if income is below the ordinary threshold. UDI has a special rule for full-time work throughout the last twelve months. Pay must meet at least the lawful minimum wage where such a rate applies.

Can full-time work be enough despite low annual income?

Yes, full-time work throughout the last twelve months can generally fulfil the self-support requirement even with lower total income. This follows from UDI's guideline for permanent residence.

As of 4 October 2026, UDI 2017-006, section 2.5.2.1⁠ says one full-time job or several part-time positions adding up to full-time can be enough. Pay must at least match the lawful minimum wage for occupations where such a minimum applies.

Utlendingsdirektoratet (UDI), the immigration directorate, also mentions full-time work at lawful minimum pay on its public self-support page⁠. The rule concerns this part of the application. Other conditions must still be fulfilled.

How do you show full-time work throughout twelve months?

Show working time and employment throughout the whole assessment period. A contract stating that you work full-time today does not alone document the last twelve months.

Arrange contracts, amendments and payslips chronologically. Make a monthly overview with employer, position percentage, agreed working time and actual work. Mark leave, interruptions and periods where evidence is unclear.

Distinguish an old contract from a later amendment. If your position increased from part-time to full-time, record the actual change date. Do not apply the new position percentage to months before the change.

Fictional example: You obtained a full-time position on 1 April after six months in a half-time position. The overview must show both periods. Six months of full-time work does not document twelve months of full-time work, even if employment has lasted longer.

Ask your employer to confirm missing information, such as the start date or a position change. A specific request is easier to answer than “I need a letter for UDI”.

Can two part-time jobs count as full-time?

Yes, UDI's guideline allows part-time positions that together amount to a full-time position. The documents must show that the positions actually cover the relevant period.

Fictional example: You have worked 60 per cent for employer A and 40 per cent for employer B simultaneously throughout twelve months. The total is 100 per cent. This can support assessment under the special rule when other conditions are fulfilled.

If job B started later, the total has not been 100 per cent throughout. Create one row per month instead of adding percentages from the two most recent contracts.

Employers may also describe full-time work with different working hours. Do not assume all contracts use the same number of hours as their basis. Ask for clear confirmation if the contract only shows hours or shifts. The guide to part-time work and several employers explains the ordinary total income calculation.

What is the lawful minimum wage for your occupation?

Norway has no general statutory minimum wage. Check whether your duties fall within an industry with a legally required rate.

Arbeidstilsynet, the authority supervising working environments and employment conditions, shows current rules on its minimum wage page⁠. A generally applicable rate means the minimum wage applies to all workers covered by the regulation.

Select the correct industry and read who is covered. Age, trade certificate, experience and date can affect which rate you use. Do not choose the lowest rate on the page without checking the group.

If the assessment period spans a rate change, retain both rates with dates. Pay in an earlier month must be compared with the rule then in force. Collective agreements and residence permits may also impose their own pay requirements. Check them separately.

Three situations requiring different documents

Document needs depend on what is unclear. Choose attachments showing working time and the pay basis rather than the largest possible number of files.

For on-call work, the term “extra shift” is imprecise. State what you actually worked. Do not turn a few very busy months into a regular position without documentary support.

If you had illness or leave during the period, mark it. UDI has other rules and exemptions that may be relevant, but they cannot automatically be mixed into a claim of full-time work. Ask for guidance on the correct assessment.

What if your employer reported incorrectly?

Check discrepancies before assuming the authorities see correct working time and income. The employment contract, payslip and registered details may show different figures.

UDI's guideline says authorities can obtain information including employment relationships, hours and position percentage. If you find a discrepancy, ask your employer to investigate the reporting and provide a written explanation.

Keep both the original document and any correction. Record the month the error concerns. If pay was below a legally required rate, investigate the pay requirement too; a private statement that everything is in order does not replace actual correct payment.

Keep the income rule and work permit separate

The special self-support rule does not exempt you from work permit conditions. Your right to work must be assessed according to your residence decision.

If you have a skilled worker permit, job type, employer or pay may have separate requirements. Two part-time jobs mathematically adding up to full-time are not automatically an authorised work combination for every permit.

Before applying, check these points:

  1. Correct assessment period and documented full-time work.
  2. Lawful minimum wage where applicable, with correct dates.
  3. Consistency between contracts, pay and reported information.
  4. Continued fulfilment of residence permit conditions.
  5. All other permanent residence requirements.
