A refusal of citizenship can be appealed. Before choosing your next step, identify which requirement UDI considers unmet. Distinguish mistakes in the decision from circumstances that changed later. Your residence permit needs to be followed up as a separate case.
What is the specific reason for the refusal?
Start with the reasons given in the decision. They show which requirements Utlendingsdirektoratet (UDI), the Norwegian Directorate of Immigration, considers missing and what you need to document or clarify.
There may be one requirement or several. Mark each point that affects the outcome. Then make a short list with “UDI's assessment”, “my information” and “attachment”. This is a more useful starting point than writing your entire life story in Norway.
Compare the assessment with the overall requirements for Norwegian citizenship. Pay particular attention to which applicant category UDI has used and which dates are being assessed.
As of 4 October 2026, UDI's page on citizenship refusals states that you can appeal. Read the deadline in your letter immediately, including if you intend to ask for help.
Is the information incorrect, or were you missing a requirement?
Incorrect information and an unmet condition require different follow-up. Describe what the decision is based on before choosing your documents.

The table is a working method, not a list of guaranteed grounds for appeal. The specific reasoning in the decision determines which information is relevant.
A practical check is to ask: “Which sentence in the decision do I believe is wrong?” If you cannot identify one, the question may instead be what you need to meet before a new assessment.
When is an appeal useful?
An appeal is useful when you can explain why the decision should be changed, using relevant information or documents. You do not need a lawyer to submit it yourself.
As of 4 October 2026, an appeal against a UDI decision carries no fee. The deadline is normally three weeks from when you, your authorised representative or your lawyer received the letter. This follows UDI's appeal guidance. Check the deadline in your letter.
Fictional example: UDI assumes an application was submitted in September. Your receipt shows submission in June. If the date affects the assessment, point out the specific difference and attach the receipt. Explain what it documents.
Another example concerns the tax assessment for a shorter residence requirement. UDI explains which available assessment or new favourable assessment is used. If you believe the wrong assessment was chosen, state the tax year and application date. A high salary today does not by itself prove that an earlier assessment met the requirement.
What if you meet the requirement only after the refusal?
Meeting a requirement later does not automatically make the earlier decision wrong. Document the change and clarify whether it should be raised in the appeal or in a new application.
Fictional example: You were refused because a necessary test result was missing. You passed the test after the decision. The new result shows that the circumstances have changed. It does not by itself prove that UDI overlooked a result that already existed.
Therefore, write down both the decision date and the date of the new information. If you are still within the appeal deadline and want to appeal, explain this clearly. Ask for guidance if unsure, particularly when several requirements or different sets of rules apply.
A new application must be assessed under the requirements applicable to it. First check all the grounds for refusal so that you do not pay for a new case while another condition remains unmet. Do not withdraw another residence case without clarifying the consequences.
How to prepare a short, documented appeal
The appeal should identify the decision you are appealing, what you want changed and why. Use short points with clearly identified attachments.
UDI requires a written appeal in Norwegian or English. It should normally be signed by hand by you or your authorised representative. A lawyer can submit it through eDialog. Include your DUF number, which identifies you in the immigration system, and the case number from the letter.
A simple outline could be:
- “I appeal against the citizenship decision dated …”
- “I would like the decision changed to …”
- “The reasons are …”, with one point for each relevant mistake or change.
- “Attachment 1 shows …”, with a short explanation for each document.
- Date and signature according to UDI's requirements.
Send the appeal to UDI, which reassesses the decision. Do not start by sending it directly to the appeal body. The general guide to UDI appeals explains submission.
If documents are missing, you must still appeal within the deadline if you want to exercise your right to appeal. Explain why the documents are missing. UDI says you may be given up to two additional weeks to submit them. This is not an automatic extension of the appeal deadline itself.
Your residence permit needs separate follow-up
A citizenship refusal and a valid basis for residence must be treated as separate questions. A citizenship appeal does not in itself give you a new residence permit.
Find your current residence decision and its expiry date. If you have temporary residence, check renewal. If you have other decisions at the same time, read them separately and follow their deadlines.
When applying for citizenship without permanent residence, the conditions for permanent residence may also matter when the decision is made. Do not assume that a long period of residence alone resolves this part of the refusal.
What happens if UDI maintains the refusal?
If UDI does not change its decision, the appeal is forwarded to Utlendingsnemnda (UNE), the Immigration Appeals Board. You will be notified of the forwarding.
Keep the decision, appeal and document receipts together. Submit relevant new information through the correct channel. Look into specific assistance if the reasons concern identity, criminal matters or complicated permits.
