The quota for resettlement refugees is proposed to remain at 100 places in 2027. This appears in the government’s budget proposal of 7 October 2026. As of 18 October, it is a proposal, not an adopted final budget.
What does the government propose?
The government proposes the same quota of 100 places as in 2026. In 2025, the quota was 500 places, according to the Ministry of Justice and Public Security’s budget account.
Its reasons include the large number of people displaced from Ukraine and pressure on municipal services. The 2027 budget proposal describes both the quota and other schemes for displaced people.
A quota place concerns organised government resettlement. It differs from seeking asylum after reaching Norway. SamfunnPrep’s asylum process guide explains the usual procedure. The permanent residence guide explains later requirements for lasting residence.
Can you apply directly for a quota place?
You cannot send an application to become a resettlement refugee directly to Utlendingsdirektoratet (UDI), the Norwegian Directorate of Immigration. UDI decides residence applications.
The UN Refugee Agency (UNHCR) assesses people displaced in other countries. UNHCR may propose resettlement to Norway or another country.
UDI’s guidance for people outside Norway describes this process:
- Contact UNHCR’s office where you are staying.
- UNHCR assesses protection needs and possible solutions.
- If UNHCR submits the case to Norway, UDI considers whether the person may come.
UDI also says it does not ask UNHCR to submit a particular person’s case. A relative in Norway therefore cannot reserve a quota place through UDI.
Are 100 places a cap on all immigration?
No. The number concerns the proposed annual quota, not everyone seeking protection or family immigration in Norway. Collective protection for people displaced from Ukraine is a separate route.
The budget also describes medical evacuation from Ukraine separately. Such arrangements must not be confused with the ordinary quota.
What will be clarified before 2027?
Parliament’s consideration of the state budget will determine the final quota. The number of places may change during negotiations and in the final decision.
Selection and actual arrival may also take place in different years. The ministry says the quota is used with some flexibility and places may in certain cases be transferred between years. The number of proposed places is therefore not necessarily the number of people arriving in a calendar year.
