The government proposes more funding for Jobbsjansen and free Norwegian language training in 2027. The aim is to help more immigrants into work. As of 7 October 2026, the increases are budget proposals, not a guarantee of a place or money for you.

What is proposed for 2027?

Three proposals concern qualification, language and a trial for women who came through family immigration:

These appear in the government’s news release of 7 October⁠. Stortinget, Norway’s parliament, must consider the budget.

Who might Jobbsjansen be suitable for?

Jobbsjansen is a tailored qualification programme, not a new cash payment to all immigrant women. IMDi, Integrerings- og mangfoldsdirektoratet, Norway’s Directorate of Integration and Diversity, is the state agency that manages the scheme.

According to IMDi’s information for 2026, the target group is immigrant women aged 18–55 who stay at home. They must have little or no connection to working life, not attend ordinary education and need qualification for work or education.

There are also limits. Participants in kvalifiseringsprogrammet (the qualification programme) are outside the target group. If you previously attended introduksjonsprogrammet (the introduction programme), at least two years must have passed since you completed it or lost your entitlement. Women receiving social assistance may qualify, but participation must be voluntary. See IMDi’s current information⁠.

The ministry’s budget says the increase could provide about 160 additional places, bringing the scheme to over 1,300 places in total in 2027. It does not mean 1,300 new places. See the budget’s discussion of municipal integration measures⁠ and SamfunnPrep’s guide to Jobbsjansen.

Who can learn Norwegian through this scheme?

Norskopplæringsordningen supports free Norwegian courses through training providers. The provider applies for the grant; it is not cash support for the course participant.

IMDi’s information for 2026 covers adult immigrants with limited Norwegian skills who have no right to training under the Integration Act or have used up that right. Length of residence and reason for immigration do not determine this target group. Training must be free and teacher-led. See IMDi’s conditions⁠.

What does the trial for women who came through family immigration cover?

It is a limited trial introduction programme for women who immigrated to join Norwegian or Nordic citizens, or people with permanent residence permits.

The trial started in mid-2026. The proposed NOK 8.8 million concerns its full-year effect in 2027. This is not a general new requirement or offer for everyone who came through family immigration. See the budget’s description of the trial⁠.

  • Am I in the target group under current conditions?
  • Who assesses the place, and when could an offer start?
