The government proposes raising the user-fee ceiling from NOK 3,278 to NOK 3,406 in 2027. That is NOK 128 more. As of 7 October 2026, this is a budget proposal, not an adopted new ceiling.
What is proposed for frikort in 2027?
The proposal concerns frikort, the health-service exemption card. The user-fee ceiling is the limit for approved user fees you pay before receiving frikort. With frikort, you do not pay these fees for the rest of the calendar year.

Why can the ceiling rise when individual fees do not?
The price of one service and the ceiling for the whole year are two different amounts. The proposal says individual fees under the scheme will not increase, while the annual ceiling will be adjusted for prices.
For someone who pays enough approved user fees to exceed the ceiling, the proposal means paying NOK 128 more before receiving frikort. It does not mean each doctor’s appointment becomes NOK 128 more expensive. Nor will every patient pay up to the ceiling.
Does frikort make all treatment free?
No. Only approved user fees count. Costs such as equipment and medical certificates may fall outside the scheme. With private providers without a reimbursement agreement, you must cover the whole cost yourself.
Some dental diseases and treatment of gum disease can count towards frikort. Even so, you may have to pay the difference between the dentist’s price and the amount covered by National Insurance. Frikort therefore does not make all dental treatment free. Helsenorge explains the conditions.
What can you check now?
Use the current ceiling of NOK 3,278 when checking 2026. Helsenorge says you normally receive frikort automatically within three weeks after paying over the ceiling in approved user fees.

- Check the bank account for refunds, and keep your receipts.
- Contact the provider if a payment is missing; approved user fees must be reported within 14 days.
