Who should apply for teacher recognition?
You should apply for teacher recognition if you have teacher education from abroad and want a permanent teaching position in a Norwegian primary, lower secondary or upper secondary school. The scheme concerns your professional qualification as a teacher.
HK-dir, Direktoratet for høyere utdanning og kompetanse, processes the application. This guide uses information checked as of 3 October 2026. It concerns school teachers, rather than recognition as a kindergarten manager or pedagogical leader.
General recognition of higher education is a different scheme. It describes the level and scope of your degree but does not replace the necessary teacher recognition. Read SamfunnPrep's guide to recognition in regulated professions for more context.
If you already hold teacher recognition from Utdanningsdirektoratet from 2008–2019 or NOKUT from 2020–2022, it remains valid. NOKUT is Nasjonalt organ for kvalitet i utdanningen, Norway's quality assurance agency for education. Do not apply again simply because the responsible authority has changed its name.
Does the scheme apply to everyone who teaches?
No. The teacher recognition requirement concerns teaching positions in primary, lower secondary and upper secondary schools. It is not a general legal requirement for teaching at vocational colleges, university colleges, universities or municipal arts schools.
An employer may nevertheless set requirements in a particular vacancy. Read both the profession's rules and the job advertisement. Other positions at a school may have different qualification requirements.
HK-dir also describes recognition as a morsmålslærer, or mother-tongue teacher, for mother-tongue instruction. Do not assume this recognition has the same scope as another teacher recognition. Choose the scheme matching your professional qualification and desired job.
If you have Norwegian teacher education, you do not need this recognition. HK-dir also states that a foreign bachelor's or master's degree combined with Norwegian practical-pedagogical education gives a Norwegian teaching qualification. Praktisk-pedagogisk utdanning, abbreviated PPU, is a programme for teaching.
How does HK-dir assess qualifications?
HK-dir examines, among other things, the level, scope, pedagogy and subject specialisation of your education. The assessment differs depending on whether you have the right to work as a teacher in the country where you trained.
HK-dir's explanation of recognition describes two main situations. People with a professional teaching qualification are assessed under professional qualifications rules. Other higher education and relevant teaching experience may matter in this assessment.
If you do not have this right to practise in the country of education, HK-dir may still compare your qualification with Norwegian teacher education. In this assessment, work experience cannot replace education requirements. Do not assume many years at a school automatically give recognition.
EØS, the European Economic Area, has special rules for professional qualifications. Some applicants may be offered measures to address substantial differences. The scheme does not apply equally to every country and citizenship; read the conditions matching your background.
How do you choose the correct application and login?
Apply digitally in HK-dir's applicant portal and choose the teacher application. If you use the wrong recognition scheme, you must submit a new application with the correct form.
HK-dir's application guidance recommends a computer rather than a mobile phone. This makes it easier to check your documents before uploading them.
If you have a Norwegian national identity number, log in with electronic ID, a digital identity. If you do not have a Norwegian national identity number, create a username and password as a foreign user.
A D-number is a Norwegian identity number for some people who do not have a national identity number. HK-dir recommends using a foreign-user account with a D-number too. This avoids problems accessing the old account when you later receive a national identity number.
Use the same login every time. Record which account your application belongs to. Do not create several accounts to check the status or submit an extra document.
Which documents should you prepare?
Follow HK-dir's documentation requirements for your country of education and submit readable documents with every page. Documents are required in the original language and in translation.
Open the documentation list for school teachers and choose the correct country. Another applicant's general list is not enough. HK-dir may request further information in an individual case.
Use this checklist before submitting:
- Find the document requirements for the country where you studied.
- Gather the education documents required by the list.
- Check the original language and translation requirements.
- Scan every page, including pages with relevant stamps or information.
- Check that names, dates and text are readable.
- Give files clear names and check that you upload the correct versions.
This list helps organise your application; it does not replace the country's document requirements. If a file is unclear, scan it again before submitting. Do not wait for the case officer to discover the problem.
Must I pass a Norwegian test before recognition?
HK-dir does not require Norwegian language skills for teacher recognition itself. However, the employer must assess whether your language and knowledge of Norwegian society and schools are sufficient for the position.
Recognition and employment are therefore two different decisions. The same applies to which subjects and levels you can teach, your job title and pay. HK-dir explains this division of responsibility in its guidance on working as a teacher.
An illustrative example is a person who receives teacher recognition but is not offered a particular job. The school can still examine whether the person has the appropriate subject skills and language for the duties. Recognition promises neither a job, pay nor particular teaching subjects.
Can you work while the application is processed?
HK-dir describes the possibility of working as a substitute or in other temporary teaching positions without recognition. The school must nevertheless assess the appointment under qualification requirements and temporary-employment rules.
Utdanningsdirektoratet's qualification guidance explains which exceptions schools may use. This is not an automatic right to a temporary job. State clearly in your job application which recognition you hold and what is still being processed.
From 1 June 2026, HK-dir no longer uses the GSU list for this professional recognition. The GSU list sets general entrance requirements for higher education. Previous applicants affected by the practice change may apply again.
