A restricted residence permit due to doubts about your identity usually does not form the basis for permanent residence. Read the restriction in your UDI decision and check which identity documents are needed to have it removed. This is different from a typo in a register.
Who is affected by this restriction?
Look for the words “restricted temporary residence permit” at the top of your UDI decision. UDI says that some people who have applied for protection receive this type of permit because their identity has not been documented or UDI doubts it. In such cases, a decision based on strong humanitarian considerations may include a restriction. The wording in your decision, not just the name on your residence card, determines what you need to check.
This article concerns the identity restriction in a residence decision specifically. If your passport has one spelling and the Population Register another, but your decision is not restricted, the main issue is correcting personal information. What does the restriction mean for permanent residence?
You usually cannot get permanent residence while this restriction remains in the decision. UDI lists residence based on strong humanitarian considerations with restrictions among permits that usually do not form the basis for permanent residence. UDI’s own page about identity-restricted permits also says that the restriction usually means that you cannot get permanent residence.
UDI specifically tells young people with restricted permits that the period under the restriction does not count if they later apply for permanent residence. This is an important trap: five calendar years in Norway are not necessarily five qualifying years. How can the restriction be removed?
UDI says that you must apply for renewal and provide documentation of your identity. Your decision should state which identity documents UDI requires from you. Some people must present a passport from their home country; for others, the question of documentation and contact with the authorities in their home country may need special consideration. Therefore, do not follow general advice to obtain a passport without first reading your decision, especially if you need protection.
Do this in order:
- Find all decisions about the restricted permit and later renewals.
- Mark the sentences about identity, documentation, the restriction and the expiry date.
- Collect the documents UDI actually asks for. Note if a document cannot be obtained and why.
- Use the correct renewal application and submit the documents according to UDI and police instructions.
- Ask UDI or the police for a specific explanation if the requirement in the decision is unclear; provide your case number privately.
UDI assesses whether the documentation is sufficient and whether the restriction can be removed. Sending a passport copy or registering an application is not itself a new decision. Check the deadlines for renewing a temporary permit so the identity clarification does not cause you to miss the expiry date.
Example: two periods that should not be confused
Fictional example: Leyla received a decision in January 2022 headed “restricted temporary residence permit.” UDI asked her for further identity documents. She renewed the permit several times. After a new assessment, she received a decision in October 2025 without this restriction, which UDI says forms a basis for permanent residence.
Leyla should not automatically add the period from 2022–2025 to the time after October 2025. She should first check the decision that removed the restriction, the date of the first qualifying permit and the continuous-residence rules. The exact start date may depend on whether she was already in Norway, the type of permit and what the decisions say. This example shows what to check; it is not a fixed residence-period calculation for everyone. A new permit without the restriction does not automatically change the earlier restricted period.
What if you think UDI is wrong about your identity?
Distinguish between an error in a document and disagreement with the restriction. If information in your UDI case or public registers is wrong, collect documentation and contact the authority responsible for that information. If you believe the UDI decision itself is wrong, read the appeal section in the decision and follow the deadline stated there. Do not wait for an article or forum to clarify a deadline. Legal aid may be relevant in a difficult identity case.
A restricted permit may also affect other rights, including family immigration and training, as UDI describes.
