Skatteetaten is the government body that administers Norway’s tax system and the National Population Register (Folkeregisteret). For new immigrants it is often the first point of public contact — you must attend in person to be issued a national identity number or a D-number.
Skatteetaten also handles:
- Tax returns and assessments.
- Tax cards (skattekort).
- Changes to address, marital status, and children.
- ID checks for new residents.
