Skatteetaten is the government body that administers Norway’s tax system and the National Population Register (Folkeregisteret). For new immigrants it is often the first point of public contact — you must attend in person to be issued a national identity number or a D-number.

Skatteetaten also handles:

  • Tax returns and assessments.
  • Tax cards (skattekort).
  • Changes to address, marital status, and children.
  • ID checks for new residents.
