# Income requirements for Ukrainians: the 2026 proposal

The government is considering 2.8 or 3 G for a new residence permit. See which income could count and why monthly pay alone does not determine eligibility.

## Income requirements for Ukrainians: two options under consultation

The government proposes either **2.8 G or 3 G** for the main applicant. Neither option has been selected as of 22 September 2026.

The proposal was sent for consultation on 17 September 2026. This means that affected people and organisations can submit comments. The deadline is 30 October 2026. The planned launch is summer 2027, but this remains a plan for now. G means the National Insurance basic amount. According to [Nav, the Norwegian Labour and Welfare Administration](https://www.nav.no/grunnbelopet), 1 G is **136 549 kroner from 1 May 2026**.

The monthly figures are only calculation examples. The proposal does not require the same income every month. G is adjusted annually, so the amounts may be different in 2027.

## Which income could count?

The starting point is pay from an employer before tax over the last 12 months. The ministry also proposes including sykepenger and foreldrepenger, which replace lost employment income.

The [consultation paper, section 6.3.1](https://www.regjeringen.no/contentassets/2a6832177cab474aac0b86f74d6fec0b/horingsnotat-om-en-sarordning-pa-grunnlag-av-arbeid.pdf#page=20), distinguishes between these types of income:

- **Could count under the proposal:** pay, sykepenger and foreldrepenger.
- **Would not count:** your own savings, barnetrygd, introduksjonsstønad and utdanningsstøtte.
- **Outside this scheme:** income from self-employment, for example a sole proprietorship.

Self-employed people can investigate the ordinary residence rules, but business income would not replace the pay requirement in this proposal.

The ministry wants to use information from a-ordningen, through which employers report pay and employment relationships. You should therefore check that your registered income matches your payslips.

## A high monthly salary is not enough on its own

What matters under the proposal is total income over the last 12 months. A new contract with high pay does not replace income you have not yet received.

Here are two simplified examples using the current G. We assume there is no other income that could count:

- **40 000 kroner for six months:** 240 000 kroner. This is below both proposed thresholds.
- **35 000 kroner for twelve months:** 420 000 kroner. This is above both proposed thresholds using the current G.

The second example meets only the income part. It provides no guarantee of a residence permit.

## Employment on the decision date is a separate condition

The proposal requires you to be in an employment relationship when the authorities decide your application. At the same time, no separate requirement for full-time employment or vocational qualifications is proposed.

Part-time work is therefore not automatically excluded. However, you must still reach the income threshold. The proposal also provides for a fresh income check at renewal.

A simple checking sequence is: identify income that could count → add it up over the last 12 months → compare it with the final threshold → check employment at the time of the decision. The other conditions must then be assessed, including who the scheme covers and requirements relating to criminal offences.

## Family members and permanent residence have separate requirements

The family scheme would be linked to a higher income level, currently 3.2 G. A possible increase to 4 G is being followed up. The amounts for the main applicant therefore do not determine the family's case on their own.

Pensioners and other people who do not work do not automatically lose collective protection because they do not meet this proposal's conditions. The government says that the collective protection scheme will continue and will not be discontinued in 2027.

### Has the income requirement of 2.8 or 3 G been adopted?

No. As of 22 September 2026, both options are under consultation. Using G from 1 May 2026, they equal 382 337 and 409 647 kroner before tax over 12 months. The consultation deadline is 30 October 2026.

### Is a contract with a monthly salary of 40 000 kroner enough?

Not on its own. The proposal looks at income over the last 12 months. Six months at 40 000 kroner gives 240 000 kroner, below both proposed thresholds if you have no other income that could count.

### Can sykepenger, foreldrepenger and barnetrygd be included?

The ministry proposes including sykepenger and foreldrepenger. Barnetrygd, introduksjonsstønad, utdanningsstøtte and your own savings would not count. This is still a proposal.

### Do I need a full-time job or vocational qualifications?
