Modernising immigration administration systems is proposed to receive NOK 388 million in 2027. The government’s budget describes new solutions for citizenship, visas and residence. The proposal gives no specific response time for your case.

## What will the money fund?

The money concerns investments in ModUlf, the programme replacing old immigration administration systems. The proposed amount is NOK 108.7 million higher than in 2026.

Utlendingsdirektoratet (UDI), the Norwegian Directorate of Immigration, which handles residence cases, runs systems also used by the police and Utlendingsnemnda (UNE), the Immigration Appeals Board. UNE handles appeals. A new system must therefore work across several agencies.

The [budget proposal of 7 October](https://www.regjeringen.no/no/dokumenter/prop.-1-s-20262027/id3175360/?ch=2) describes the goal as safer and more stable solutions. As of 18 October 2026, the funding remains a state budget proposal.

If you have applied, SamfunnPrep’s [permanent residence guide](https://samfunnprep.no/en/articles/permanent-oppholdstillatelse-krav) explains the main requirements. The budget proposal does not itself change them.

## When are new solutions planned?

Work on citizenship systems continues into 2027. New visa solutions are planned for completion in 2028, according to the ministry.

The budget distinguishes several parts:

- Citizenship: development started in 2025 and continues in 2027.
- Visas: work started in 2026, with completion planned for 2028.
- Residence and protection: new solutions are also being developed.

These are project plans. They do not mean all applications move to a new solution on the same date, or all applicants immediately wait less.

## Does all NOK 388 million go to UDI?

No. The proposal covers modernisation across immigration administration. Of the total funding, NOK 80.6 million is proposed for the police.

UDI’s own modernisation investment budget line is proposed to receive NOK 307.1 million. The budget also has a separate line for investment in Schengen systems. That line concerns shared European IT systems and is separate from ModUlf’s investment line.

## What does this mean for your application now?

Continue to follow the information for your application type. UDI stresses that [published waiting times](https://www.udi.no/ord-og-begreper/ventetid/) are estimates and may change.

Applicant numbers, documents, interviews and further enquiries may affect processing. A new IT allocation does not say when a particular person will receive a response.

If you await permanent residence, our [guide to the period after applying](https://samfunnprep.no/en/articles/etter-innsendt-soknad-permanent-opphold) explains what to keep track of. The key political question this autumn is what funding Parliament adopts and whether schedules change.
