# How to read your UDI decision before permanent residence

Find the basis, duration and conditions in your UDI decision. An anonymised example shows what to note before considering permanent residence.

Your UDI decision shows what kind of residence permit you have, how long it is valid and whether it can count towards permanent residence. Read the letter itself, especially the sections about the basis and conditions. The residence card alone does not give you the full answer.

## Find the basis in your UDI decision

**Start with the sentence that says which permit you have been granted.** Look for terms such as “skilled worker”, “family immigration”, “protection” or “studies”. Write down both the name of the permit and the date of the decision. The Norwegian Directorate of Immigration (UDI) says you can check your decisions to see whether previous permits provide a basis for permanent residence.

Then find the wording “provides a basis for a permanent residence permit” or “does not provide a basis”. This matters more than an assumption based on how long you have lived in Norway. A skilled worker permit and most family immigration permits usually provide a basis. A study permit usually does not. A limited residence permit on humanitarian grounds may also differ from a permit without such limitations. If the wording is unclear, or you only have an old decision, ask UDI or the police to explain **your** specific permit. Do not post a picture of the letter in an open online group. It may contain a case number, national identity number and information about your family.

## Read dates and conditions separately

**The validity dates show when the temporary permit applies.** They do not tell you when you automatically get permanent residence. Look for “from” and “until”, and check whether the permit can be renewed. A residence card is proof of the permit. The letter says more about your rights and conditions. If you applied from Norway, UDI says the decision letter also shows the period covered by the decision.

Then read the conditions for keeping the permit. For a work permit, they may relate to your work, position or professional duties. For family immigration, they may relate to the family relationship. The wording in your decision and the rules for your category determine what you must meet. This is particularly important when applying for permanent residence: for applications submitted after 1 September 2025, most conditions must be met when the police or UDI decide the case. ## Example: How to read an anonymised decision

**A short example shows why one date is not enough.** This is a fictional letter, not a template for a real UDI decision:

> “A is granted a residence permit as a skilled worker from 1 November 2024 to 31 October 2026. The permit provides a basis for a permanent residence permit. The work must comply with the conditions in the decision.”

A marks three details: the permit type, its validity period and that it can count towards permanent residence. A must still read the specific work conditions in the rest of the letter. If A studied in Norway before 1 November 2024, A cannot simply add the study period as qualifying residence time. A must also check when the period of residence starts under UDI's rules; the decision date is not always the correct start date if the first permit was granted before entry into Norway.

Now suppose A finds a later letter with different conditions. A must then read **both** decisions in order. The newer letter may change the basis or duration. ## What if the letter does not give a clear answer?

**Ask for clarification using specific quotations from your own decision.** Keep the case number private. Ask which permit you have now, whether it provides a basis, and which periods may count. If you have had several permits, give the dates of each decision. UDI assesses the periods and rules for your basis of residence, not just the total number of years you have lived here.

Use this checklist before contacting UDI or the police:

1. Find all decision letters, including renewals and changes to the basis for residence.
2. Note the permit type, decision date, validity period and wording about permanent residence for each letter.
3. Mark conditions that may have changed, such as work or family circumstances.
4. Check whether you had any period without a valid permit between permits, and whether you lived outside Norway.
5. Ask for a written explanation if anything remains unclear. Refer to the exact section of the decision.
