A permanent residence permit gives you the right to live and work in Norway indefinitely. For adults, the main requirements are usually three or five years of continuous residence, permits that qualify for permanent residence, your own income and passed tests. ## Short answer: What must you meet?

As a main rule, an adult applicant must:

- have a valid residence permit when the application is submitted
- have three or five years of continuous residence in Norway
- have held permits that form a basis for permanent residence, and have met their conditions throughout the period
- still meet the conditions of the current permit
- have had enough personal income during the last twelve months, or document an exemption
- have passed an oral Norwegian test at level A2 or higher
- have passed the social studies test in a language you understand
- pay the fee and submit the documents UDI requires

A criminal conviction, compulsory mental health care or compulsory care may result in a longer waiting period. Children and certain other groups have separate rules.

## Three or five years of residence?

The residence permit you hold when you apply determines whether the requirement is normally three or five years.

This is simplified. Always check what your decisions say. A study permit and other permits may state that they do not form a basis for permanent residence.

## How continuous residence is assessed

UDI looks at both periods without a valid permit and travel outside Norway. As a main rule, you cannot have been without a permit for more than three months in total during the qualifying period.

For the three-year rule, you can normally not have been outside Norway for more than **seven months in total** during the last three years. For the five-year rule, the main limit is **ten months in total** during the last five years. Skilled workers may, in a specific situation, spend up to 15 months abroad if at least eight months are due to documented work travel for the employer.

Before applying, make a timeline of all permits, application dates and travel abroad. Do not assume that short gaps or several holidays are irrelevant.

## The income requirement in 2026

If you are between 18 and 67 years old, you must normally have had enough **personal income** during the last twelve months. The threshold shown by UDI **as of 12 September 2026** is **NOK 341 373 before tax**. The amount may change, so check [UDI's page on self-support](https://www.udi.no/ord-og-begreper/krav-til-a-forsorge-seg-selv-for-a-fa-permanent-oppholdstillatelse/) before submitting your application.

Approved income may include income from employment, business income, a pension, certain regular benefits, unemployment benefit, sickness benefit, parental benefit, work assessment allowance, a student loan or grant from Lånekassen, and introduction benefit. You can combine several approved sources.

Your spouse's salary, gifts and money in a bank account do not count as your income. Several NAV benefits, such as child benefit and housing benefit, are also excluded. UDI has exemptions for certain school and study situations and may, in very special cases, consider whether the requirement would be highly unreasonable. You must document the exemption; it is not enough to write that you believe it applies.

UDI can examine the twelve months preceding your police appointment. If you did not meet the income requirement then but meet it later before the decision, a later twelve-month period may be used.

## Norwegian-language and social studies requirements

For applications following the rule change on 1 September 2025, the main requirement for people between 18 and 67 years old is:

- a passed **oral Norwegian test at a minimum of A2**
- a passed **social studies test in a language you understand**

It is the test result that counts; completing tuition alone is no longer sufficient. The social studies test does not need to be taken in Norwegian for permanent residence. This differs from citizenship, where the knowledge test must be in Norwegian. You may be exempt if you have approved school grades, documented prior learning or studies accepted by UDI. Documented health conditions or personal circumstances outside your control may also provide grounds for an exemption. Use the correct UDI form and submit documentation with the application.

## When must the requirements be met?

All requirements except the income requirement must be met when the police or UDI **decides** the case. Among other things, this means that you must keep a valid residence permit and continue to meet its conditions while you wait.

UDI usually recommends applying about three months before you meet the residence requirement or before the current permit expires. If you apply much earlier, the case may be sent to UDI instead of being processed by the police. If you cannot get a police appointment before the permit expires, UDI describes separate conditions for retaining your rights; check the date of the digital application and payment carefully.

## How to apply

1. **Select the correct category in UDI's portal.** This gives you the correct form and personal document list.
2. **Register the application and pay the fee.** Use the rate shown by UDI on the day you apply.
3. **Book an appointment with the police.** Bring your passport, residence card and all documents on the checklist.
4. **Document residence and income.** Keep a record of travel, permits and approved income sources.
5. **Document tests or an exemption.** Do not assume that an explanation without evidence is sufficient.
6. **Follow the status and keep your permit valid.** Processing times vary.

If your application is rejected, the decision states the appeal deadline and your rights. Do not assume that an appeal automatically gives you the right to live or work in Norway. Follow the decision and apply to renew the temporary permit if you can.

## What do you receive, and how do you keep the permit?

You can live and work in Norway without a time limit and receive additional protection against expulsion. The residence permit itself is permanent, but the residence card is normally valid for **two years** and must be ordered again. You may lose the permit if you live outside Norway for too long. The main rule is that you cannot remain abroad continuously for two years or have stays abroad totalling two years within a four-year period. Shorter stays of less than two months per calendar year are normally not included in this calculation. If you plan to live abroad for a long time because of work, education or family, you can apply to retain the permit before the deadline.
