## Key takeaways

- Passports are only for Norwegian citizens Residence time or a residence permit is not enough; you need Norwegian citizenship for a Norwegian passport.
- Prices start at NOK 840 In 2026, passports from age 16 and ID cards from age 10 cost NOK 840. A combined application gives a discount.
- ID cards come with or without travel rights Only the card with red guide text can be used in EU/EEA countries and Switzerland. Cards for foreign citizens have no travel rights.

A Norwegian passport can only be issued to a Norwegian citizen. A national ID card is available with or without travel rights. Norwegian citizens can apply for a passport and ID card. Foreign citizens can only get an ID card without travel rights, and they must meet separate requirements.

From 1 January 2026, a passport for anyone aged 16 or over costs **NOK 840**. A national ID card costs **NOK 840** from age 10. If you apply for a passport and ID card at the same time, you receive a 20 percent discount on the application fees.

## A passport, ID card and residence card are different documents

It is easy to confuse these documents.

| Document | What does it show? | Can it be used for travel? |
|---|---|---|
| Norwegian passport | Identity and Norwegian citizenship | Yes, according to the rules of the destination country |
| National ID card with travel rights | Identity and Norwegian citizenship | Yes, in EU/EEA countries and Switzerland |
| National ID card without travel rights | Identity and a Norwegian national identity number | No |
| Residence card | That a foreign citizen has a residence permit or right of residence | Not by itself; also carry a valid passport or another travel document |

A residence card is therefore not a national ID card. Read more in the [guide to residence cards](https://samfunnprep.no/en/articles/oppholdskort-norge).

## Who can get a Norwegian passport?

You must be a Norwegian citizen to get a Norwegian passport. A long period of residence or a residence permit is not enough.

If you recently became a Norwegian citizen, read the police checklist before your first application. The police may ask for your citizenship decision from UDI and your travel or residence documents.

If you are not yet a Norwegian citizen, read about the [requirements for Norwegian citizenship](https://samfunnprep.no/en/articles/norsk-statsborgerskap-krav). The rules differ between applicant groups. There is no single residence period that applies to everyone.

## Who can get a national ID card?

### Norwegian citizens

Norwegian citizens can apply for a national ID card. The card is available with red or green guide text.

- The card with **red guide text** has travel rights.
- The card with **green guide text** does not have travel rights.

Only the card with travel rights can replace a passport in EU/EEA countries and Switzerland. Always check the destination country's entry rules and the transport company's requirements.

### Citizens of the EU/EEA/EFTA

A citizen of an EU/EEA/EFTA country can apply for a Norwegian national ID card **without travel rights** when all requirements are met. Among other things, you must have:

- an 11-digit Norwegian national identity number, not only a D number
- a valid electronic machine-readable passport or national ID card from your home country
- the same name in the document and the National Population Register

Every police district has at least one office that offers the service.

### Citizens of countries outside the EU/EEA/EFTA

The service for third-country nationals started on 1 September 2026. When checked on 12 September 2026, the service was only available at the Police Public Service Centre in Ski during the first months.

Among other things, you must have a Norwegian national identity number, a valid Norwegian residence card and a valid passport, Norwegian refugee travel document or immigrant's passport. Your name must be correct in the documents and the National Population Register.

This card does not have travel rights. The police plan to add more application locations, so check the official page before booking.

## A national ID card is not BankID

A national ID card is a physical proof of identity. Its chip makes the document machine-readable and stores security information. This does not mean that the card is BankID or a login method for Altinn, NAV and Helsenorge.

You get electronic ID from an eID provider. BankID, MinID, Buypass and Commfides are examples used through ID-porten. Read about the [difference between BankID, MinID and ID-porten](https://samfunnprep.no/en/articles/bankid-id-porten-minid).

## Prices from 1 January 2026

| Application | Price |
|---|---:|
| Passport from age 16 | NOK 840 |
| Passport under age 16 | NOK 510 |
| National ID card from age 10 | NOK 840 |
| National ID card under age 10 | NOK 510 |
| Passport and ID card together, from age 16 | NOK 1,340 |
| Passport and ID card together, ages 10–15 | NOK 1,080 |
| Passport and ID card together, under age 10 | NOK 820 |
| Emergency passport, all ages | NOK 1,320 |

The discount applies when you apply for a passport and ID card at the same time. It does not apply to an emergency passport or an additional passport.

You pay at the passport and ID office. The police accept debit cards, Visa/Mastercard, cash, Google Pay and Apple Pay. You cannot use Vipps or receive an invoice.

## How long are the documents valid?

Validity depends on age.

| Age | Passport | National ID card |
|---|---:|---:|
| Under 5 | 2 years | 2 years |
| 5–9 | 3 years | 3 years |
| 10–15 | 5 years | 5 years |
| From 16 | 10 years | 5 years |

An ID card without travel rights for a foreign citizen may have a shorter validity period. For a third-country national with a temporary residence permit, the card normally gets the same expiry date as the residence card.

## How to apply at the police

You must attend in person. You can book an appointment at a passport and ID office that offers the service. Norwegian citizens may choose an office outside the area where they live.

Before the appointment:

1. Check which type of document you need.
2. Book an appointment at politiet.no.
3. Read the checklist for your situation.
4. Arrange consent if the application is for a child.
5. Bring old passports and the required identification.
6. Bring an accepted method of payment.

Do not bring your own photo for an ordinary passport or ID card. The police take the photo. For an emergency passport, you must bring a passport photo.

For a child under 18, the people with parental responsibility must normally give consent. If two people share parental responsibility, both must give consent by attending in person. At least one parent or guardian attends with the child. The police have separate exceptions and rules for an ID card without travel rights from age 13.

## When will the passport or card arrive?

The police cannot guarantee a fixed delivery time. It changes with demand and postal delivery. Check the page “Motta passet og ID-kortet” before applying.

The document is normally sent by post. You can arrange to collect it from the police, but you must choose this during the appointment. Wait to book a trip until you know that you have a valid travel document.

## Emergency passports and lost documents

An emergency passport is for a specific necessary journey. You can attend an office that issues emergency passports no earlier than seven days before departure. You must document the trip and bring an approved passport photo. Not every country accepts emergency passports.

When you receive an emergency passport, your ordinary passport is no longer valid. Return the emergency passport after the trip.

If you lose a passport or ID card, report it to the police. If you are abroad, also contact the nearest Norwegian embassy or consulate.

## Choose the document that fits your need

If you need a travel document outside the EU/EEA and Switzerland, choose a passport. If you need a small travel document within the area that accepts the ID card, a card with travel rights may be suitable. If you only need secure identification in Norway, a card without travel rights may be enough.
