# Your Residence Permit Is Expiring and You Have Not Passed the Test

## Your residence permit is expiring: what should you do first?

Find the expiry date in your decision and check whether the permit can be **renewed**. The Norwegian Directorate of Immigration (UDI) recommends starting well in advance. For several common permits, the aim is to submit a complete renewal application **at least one month before** the current permit expires. The rules here were checked on 1 October 2026. Registering a form is not always the same as submitting the application.

## Why are renewal and permanent residence two different applications?

**Renewal** is about continuing your residence on a temporary basis if you still meet the conditions. **Permanent residence** has additional requirements, including length of residence, income and, for many adults, passing the required tests. If you do not meet the requirements for permanent residence, UDI says you should wait before applying. You can apply to renew a renewable permit while you work towards meeting the remaining requirements.

Since 1 September 2025, the main rule for applicants aged 18 to 67 is passing an oral Norwegian test at level A2 or higher and a social studies test in a language they understand, with possible exceptions in certain cases. Completing instruction alone does not replace the test result under this main rule. UDI says all requirements except the income requirement must be met **when the police or UDI decides the application**. This may give you time to receive a test result while an application is being processed. But you do not know for sure when a decision will come. So do not use possible waiting time as a plan to let your temporary permit expire or to apply for permanent residence without a realistic test plan. UDI advises people who do not meet the requirements to wait before applying for permanent residence.

## What counts as submitting a renewal?

It depends on the **application route**. UDI describes, among others, these two processes for several work, study and family permits:

1. **Full digital submission with electronic ID:** The application is normally considered submitted when the form has been sent, the fee has been paid and the required documents have been uploaded. Do this at least one month before expiry to retain your rights while you wait, under the rules for your permit.
2. **Appointment with the police:** The application is normally considered submitted when you attend and hand in the documents. You should register, pay and book an appointment earlier than one month before expiry because the wait for an appointment may be long.

If you cannot get a police appointment before the deadline, UDI describes a separate safeguard: If you have **registered a renewal or permanent residence application online at least 37 calendar days before expiry**, you may retain the same rights granted by your current permit even if you have not yet attended the police appointment. Check all conditions on UDI's appointment-booking page. If you applied later, UDI must assess specifically whether you can still retain your rights. Do not assume an ordinary receipt alone gives you general work or travel rights.

A valid right to stay while UDI processes the case is also not the same as a valid residence card for travel abroad. UDI warns that you may have problems at the border without a new card. Avoid booking travel until you have checked your documents and right to return.

## When can you take the test, and when will you get the result?

HK-dir (the Norwegian Directorate for Higher Education and Skills) says that **municipalities set the dates** for the social studies test. Find available dates in the registration portal. If you are entitled to one free test, contact the test centre where you live. Other candidates register themselves and pay the municipal test fee. HK-dir says the result normally arrives **2–4 weeks after the test**. The test centre sends proof of the result if you pass. You can also see the result on Min side at HK-dir. The result and any new registration have their own timeline. Put the test date, estimated result week and permit expiry date on the same calendar.

## What if you think you may qualify for an exemption from the test requirement?

An exemption must be documented; it does not arise automatically because you are short on time. UDI may assess exemptions from the test requirement based on, among other things, documented health reasons or personal circumstances. There are specific forms and documentation requirements. Ask UDI or the police what applies to your application. A municipal exemption from instruction is a different matter from UDI's exemption from the test requirement for permanent residence.

## Checklist as the dates approach

- Find the decision, expiry date and whether the permit can be renewed.
- Open UDI's renewal page for **your specific permit** and get your personal document checklist.
- Clarify whether you can submit everything digitally or must attend a police appointment. Save the registration, payment receipt and appointment confirmation.
- Contact UDI promptly if a deadline has already passed or your current permit cannot be renewed.
- Check the test date and result period with HK-dir; contact the test centre with questions about registration or proof of results.
- Consider applying for permanent residence only when you can show that you meet the requirements or have grounds for a documented exemption.
