## Key takeaways

- When and how long? Contact adult education early. For people covered by the relevant training scheme, IMDi describes an offer as soon as possible and within three months of registration or a request to participate.
- Keep in mind A private course advertisement cannot establish a right to free municipal training. Passing an exam does not automatically cancel every training obligation.

Ask the municipality’s adult education service which training rights, duties and payment rules apply to you.

## Understand how it works

Free tuition is not automatic for every newcomer. Age, residence basis and the applicable integration rules determine whether you have a right and duty, a duty only or neither. Collective protection has separate rules. Course attendance, a language test and a social studies test are different things.

## When and how long?

Contact adult education early. For people covered by the relevant training scheme, IMDi describes an offer as soon as possible and within three months of registration or a request to participate.

## Have these ready

- Residence decision and permit type
- Date you settled in the municipality
- Education records and any previous training or test results

## What to do

1. Ask the municipality to assess your situation and explain its decision.
2. Clarify the start date, cost, learning goal and any attendance obligation.
3. Keep decisions, attendance records and certificates for later applications.

## Training duties and residence tests are separate

Ask for a written assessment of the rules that apply to your age, permit, arrival date and earlier training. Norwegian-language training, social-studies tuition and the introduction programme are related but different schemes. Collective protection has its own rules; a general course duration cannot be promised to every participant.

From 1 September 2025, completed tuition is no longer a condition for permanent residence, while relevant test requirements remain. That change does not automatically remove duties under integration legislation. Citizenship has its own language level and knowledge-test requirements. Keep course records and test certificates separately and check the relevant UDI route before booking an exam.

## Keep in mind

A private course advertisement cannot establish a right to free municipal training. Passing an exam does not automatically cancel every training obligation.
