## Key takeaways

- Recognition is voluntary and free You can work in Norway without getting your education recognized, and it is free to apply to HK-dir. Recognition is documentation of what your degree corresponds to.
- Choose the right scheme Automatic recognition covers 46 countries and is fast, but cannot be appealed. General recognition gives a decision you can appeal and is secure for Lånekassen.
- Regulated professions require authorization Doctors, nurses and teachers need authorization from a separate professional authority, such as the Norwegian Health Directorate or Udir — not just an HK-dir recognition.

Recognition of foreign education means you get an official document showing what your education corresponds to in Norway. The responsibility lies with **HK-dir** (Directorate for Higher Education and Competence) — the same directorate that creates the civic knowledge test. The duties of the former **NOKUT** (Norwegian Agency for Quality Assurance in Education) are now part of HK-dir, so you apply in one place. Here we explain the schemes, what they cost, and when you actually need recognition.

## Do you need to get your education recognized?

Short answer: as a general rule, recognition is **voluntary**. You have the right to work in Norway without it, and many employers assess your transcript directly. Recognition is primarily official proof of what your education corresponds to in the Norwegian system.

Recognition is still useful if:

- your employer asks for documentation of your level
- you apply for a job in the public sector
- you want to study further or apply for a loan from Lånekassen
- you will work in a profession that requires authorization (see below)

## General or automatic recognition?

For higher education (bachelor's, master's, ph.d.) there are two routes.

**General recognition** is a full evaluation. You submit an application through the online portal to HK-dir and upload your transcript, grade sheet and identity document. HK-dir assesses what Norwegian level your education corresponds to, for example a Norwegian bachelor's or master's degree. The result is a decision you can **appeal**. Applying is free, and processing usually takes 4–6 months (per July 2026). Note that the evaluation covers level and scope, not the content of a specific subject.

**Automatic recognition** is a faster alternative. It is free, you do not need to submit an application, and you download a ready-made document immediately. The scheme covers 46 countries (per July 2026), including 27 in Europe, several in Asia, USA and two countries in Oceania. Two important caveats: automatic recognition you **cannot appeal**, and HK-dir does not guarantee that the degree provides grounds for a loan from Lånekassen. If you need a decision you can appeal, or secure documentation for Lånekassen, you should choose general recognition. Want to know more about loans and grants for further studies, see how [foreign education counts towards Lånekassen](https://samfunnprep.no/en/articles/hoyere-utdanning-lanekassen).

## Do you want to study further in Norway?

If you want to start a Norwegian degree, it is not recognition you need first, but **admission**. Universities and universities of applied science check whether you have what they call general study competence. For foreign schooling they use the **GSU list** — an overview from HK-dir showing which education from each country provides grounds for admission, and which requirements apply for subjects and language. You apply for the actual study place through Samordna opptak, not through the recognition scheme. If you only have primary school or incomplete upper secondary from your home country, you can build on it with adult education before you apply.

## Authorization: professions with special rules

This is the most common misunderstanding. A recognition from HK-dir is **not** enough to work in a **regulated profession**. A regulated profession is a profession where the law requires a specific recognition before you are allowed to start. This recognition is often called **authorization**, and it is granted by a separate professional authority — not by HK-dir.

Examples: doctors, nurses and other health personnel receive authorization from the **Norwegian Health Directorate**. Teachers and kindergarten teachers are approved by the **Norwegian Directorate for Education and Training (Udir)**. Other professions have their own authorities. HK-dir has a public list of regulated professions and who recognizes each one.

| Type of recognition | Suitable for | Authority |
| --- | --- | --- |
| General recognition (higher education) | Bachelor's, master's, ph.d. | HK-dir |
| Automatic recognition | Known degree from 46 countries | HK-dir |
| Authorization, health profession | Doctor, nurse, nursing assistant | Norwegian Health Directorate |
| Recognition as teacher | Teacher, kindergarten teacher | Udir |
| Vocational and journeyman certificates | Crafts and vocational subjects | HK-dir / county authority |
| UVD and qualification assessment | Without documents, refugees | HK-dir |

## Do you have a vocational certificate or vocational education?

If you have a vocational certificate or vocational education from abroad, HK-dir can assess whether it is equivalent to a Norwegian vocational or journeyman certificate. This scheme also looks at the content of the trade, not just the level. If it is approved, you get a decision stating that your skills correspond to a Norwegian vocational certificate, for example a journeyman's certificate in carpentry. It is useful both in job hunting and if you want to build on your vocational education further. Per July 2026, it covers nine countries: Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Poland, Sweden and Germany. If your country is not included, there are other ways:

- **Realkompetansevurdering** in the county authority can document what you have learned through work and practice.
- The **praksiskandidat** scheme lets you take a vocational certificate based on long, recognized work experience in the trade.

Both of these go through the county authority, not HK-dir. If you want to take a vocational certificate as an adult in Norway, see the guide on [vocational certificate as an adult](https://samfunnprep.no/en/articles/fagbrev-som-voksen).

## Have you lost your documents? UVD and qualification assessment

Many refugees have real education but lack transcripts. There are then special schemes, designed for refugees and people in a similar situation. They follow Norway's obligations under the Lisbon Convention, which states that missing documents alone should not prevent a fair assessment.

**UVD** (recognition scheme for persons without verifiable documentation) is an interview-based assessment. If you have higher education but lack documents that can be verified, you are referred here. An expert panel assesses your skills through conversation.

**Qualification assessment** is a standardized document describing your highest education, work experience and language, with advice on the way forward. It is valid for three years and is useful to show to employers and schools. Both schemes are designed for you who cannot use the standard application.

## How to apply — step by step

The application itself is simpler than many think. Here is how you proceed:

1. Find out which scheme suits you: higher education, vocational certificate, or a scheme for you without documents.
2. Gather your documents: transcript, grade sheet and valid identification.
3. If the documents are in a language other than Nordic or English, attach a translation from an authorized translator.
4. Create an application in the online portal to HK-dir and upload the files.
5. Wait for a reply. You get a written decision that you can show to employers and schools.

## What recognition does not give

A recognition answers one question: what your education corresponds to in Norway. It is not:

- a **work or residence permit** — that is a separate matter at UDI
- a guarantee of a job — the employer decides for themselves
- a recognition of primary school. If you only have primary school from your home country, contact your municipality for guidance. Adults may have the right to free upper secondary; see [adult right to free upper secondary](https://samfunnprep.no/en/articles/voksenrett-videregaende-gratis).

## What you should remember

- Recognition is as a general rule voluntary, and applying to HK-dir is free.
- Automatic recognition is fast and covers 46 countries, but cannot be appealed.
- Regulated professions such as health and education require separate authorization.
- Without documents there is UVD and qualification assessment, designed for refugees.

Education and work are also part of the syllabus for the civic knowledge test. At **SamfunnPrep** you can practice these topics for free. If you are completely new to the country, the [tool for your first week in Norway](https://samfunnprep.no/en/verktoy/forste-uke) gives you a simple start. SamfunnPrep helps you understand the system — step by step.

The information above is based on HK-dir's websites per July 2026. Always check updated requirements for your country and profession at HK-dir.

## FAQ

### Do I need to get foreign education recognized to work in Norway?

As a general rule no. Recognition is voluntary, and you can work without it. It is primarily documentation of what your education corresponds to, and is only required for certain purposes, such as regulated professions.

### What is the difference between general and automatic recognition?

General recognition is a full evaluation you apply for and can appeal; it takes 4–6 months. Automatic recognition is free and fast, without application, but cannot be appealed and does not provide certain grounds for Lånekassen.

### How many countries are included in automatic recognition?

Per July 2026, the scheme covers 46 countries, including 27 in Europe, several in Asia, USA and two countries in Oceania. If your degree is a known degree from one of these countries, you can often download the document immediately.

### Is an HK-dir recognition enough to work as a doctor or teacher?

No. Regulated professions require authorization from a separate professional authority. Health personnel receive authorization from the Norwegian Health Directorate, while teachers and kindergarten teachers are approved by the Norwegian Directorate for Education and Training (Udir).

### What do I do if I have lost my transcript, for example as a refugee?

Then there is UVD, an interview-based assessment for you with higher education without documents that can be verified. Qualification assessment provides a standardized document about education, work and language, valid for three years.

### Does recognition give me the right to stay and work in Norway?

No. Recognition only says what your education corresponds to. Work and residence permits are a separate matter at UDI, and the job itself is determined by the employer.
